During the investigation of recent hollers in the Complete Monster thread, it's become apparent to the staff that an insular, unfriendly culture has evolved in the Complete Monster and Magnificent Bastard threads that is causing problems.
Specific issues include:
- Overzealous hollers on tropers who come into the threads without being familiar with all the rules and traditions of the tropes. And when they are familiar with said rules and traditions, they get accused (with little evidence) of being ban evaders.
- A few tropers in the thread habitually engage in snotty, impolite mini-modding. There are also regular complaints about excessive, offtopic "socializing" posts.
- Many many thread regulars barely post/edit anywhere else, making the threads look like they are divorced from the rest of TV Tropes.
- Following that, there are often complaints about the threads and their regulars violating wiki rules, such as on indexing, crosswicking, example context and example categorization. Some folks are working on resolving the issues, but...
- Often moderator action against thread regulars leads to a lot of participants suddenly showing up in the moderation threads to protest and speak on their behalf, like a clique.
It is not a super high level problem, but it has been going on for years and we cannot ignore it any longer. There will be a thread in Wiki Talk
to discuss the problem; in the meantime there is a moratorium on further Complete Monster and Magnificent Bastard example discussion until we have gotten this sorted out.

Here you discuss any potential redeeming or sympathetic features the character has, the character's Freudian Excuse if they have one, as well as any other potential mitigating factors like Offscreen Villainy or questions of moral agency. Try to present these as objectively as possible by presenting any evidence that may support or refute the mitigating factors.
Do they meet the Heinousness Standard?
Here you compare the actions of the Candidate to other character actions in the story in order to determine if they stand out or not. Remember that all characters, not just other villains, contribute to the Heinousness Standard
Final Verdict?
Simply state whether or not you think the character counts or not.

As for Slum King: I gotta say, that seems TEXTBOOK Made of Evil.
I mean, right after Satan reveal all that, Slum King transformed into Lord Zenon from original manga (which revealed to be who his true form), where he acted as some sort of right hand to Satan, and fly away never to be seen again, as the focus shifts to Violence Jack and his two companions (who look like his female and child versions) merging and reveal themselves to be Akira Fudou and then fighting Satan and saving the world. So make up of that reveal what you will.

As for The Greatest Magicmasters Retirement Plan and Nidome No Yuusha, there actually ARE manga adaptations. So moving them is unnecessary.

I look into the OVA's if there may be other potential keepers from there (due to maybe lower heinous standard or something like that). I wanted to propose Dante the Immortal from Violence Jack manga, but after reading it further, it is hard for me to make him stand out. I recheck to know for sure, but Hell's Town arc (there was a possible keeper there, but he shown to care for his right hand henchman, as when Jack killed him, he cried) and El Dorado arc, plus the arc with one of Slum King's enforcers, make it difficult for him to stand out.

- The Jungle Book - my own remake
: Kaa, unlike her film and animated counterparts, is portrayed as a Serial Killer in a python's skin. A ruthless and cruel predator who seems to enjoy killing her prey more than eating it, Kaa lures the man-cub Mowgli into her coils by falsely promising to keep him safe, before attempting to devour him. Reveling in the suffering of her prey, Kaa takes a twisted delight in torturing her victims, sadistically inviting Raksha to "scream for her" whilst trying to kill her, and spitefully attempting to devour the wolf pup Grey, for minorly injuring her (and bruising her ego), whilst forcing Raksha to watch. Using a veneer of sweetness to conceal her bloodlust and sadism, Kaa stands out as one of the jungle's vilest residents.
I thought the Slum King's apparent agency issues were contradicted by Word of God. No?
