During the investigation of recent hollers in the Complete Monster thread, it's become apparent to the staff that an insular, unfriendly culture has evolved in the Complete Monster and Magnificent Bastard threads that is causing problems.
Specific issues include:
- Overzealous hollers on tropers who come into the threads without being familiar with all the rules and traditions of the tropes. And when they are familiar with said rules and traditions, they get accused (with little evidence) of being ban evaders.
- A few tropers in the thread habitually engage in snotty, impolite mini-modding. There are also regular complaints about excessive, offtopic "socializing" posts.
- Many many thread regulars barely post/edit anywhere else, making the threads look like they are divorced from the rest of TV Tropes.
- Following that, there are often complaints about the threads and their regulars violating wiki rules, such as on indexing, crosswicking, example context and example categorization. Some folks are working on resolving the issues, but...
- Often moderator action against thread regulars leads to a lot of participants suddenly showing up in the moderation threads to protest and speak on their behalf, like a clique.
It is not a super high level problem, but it has been going on for years and we cannot ignore it any longer. There will be a thread in Wiki Talk
to discuss the problem; in the meantime there is a moratorium on further Complete Monster and Magnificent Bastard example discussion until we have gotten this sorted out.

Try to present these as objectively as possible by presenting any evidence that may support or refute the mitigating factors.
Do they meet the Heinousness Standard?
Here you compare the actions of the Candidate to other character actions in the story in order to determine if they stand out or not. Remember that all characters, not just other villains, contribute to the Heinousness Standard
Final Verdict?
Simply state whether or not you think the character counts or not.

I've been looking around FF.net for more good candidates, keeping the rules in mind as best I can. And I think I found one.
What is the work?
The Bonnie's Curse Series
is a series of Kim Possible fanfics written by Zaratan
that take place after So The Drama but exclude Season 4 (as the first story was written before it came out). The series, though Darker and Edgier, is still mostly plausible within the established universe of the show aside from Bonnie's clairvoyance and a few other minor details, so I think it should still be able to qualify for consideration. Which brings us to...
Who is Monkey Fist? What has he done?
Monkey Fist is the Big Bad for Bonnie's Curse and Redemption, and he does quite a bit to justify that position. In the first story, he leads an attack on Yamanouchi in an attempt to steal the Lotus Blade, which is nothing too unexpected from him. Then everything goes downhill. When Kim, Ron, and Bonnie try to set a trap for him, having been forewarned by a vision of the future from Bonnie, Fist changes plans and attacks early, killing five students, putting Kim in a coma, and drugging Bonnie in the hope of using her powers to his advantage. After being foiled by Ron, who takes up Kim's job of saving the world in the meantime, Fist temporarily goes into hiding while stealing the Amulet of Anubis. He then convinces Dr. Drakken to create a magic amplifier before betraying and attempting to kill both him and Shego, crippling the former. Afterwards, he attacks Go City, killing the Wego twins and driving Hego to insanity, just to steal another magical item. He then proceeds to have Fukushima kidnap another scientist and replicate the amplifier, before having him kill the scientist and his family (children included). He then attacks Yamanouchi again in order to kill Sensei for a blood sacrifice, then goes to Africa and uses a ritual to channel the magical power into himself. Once he succeeds in doing this, he kills Fukushima before going on a rampage through Europe, demanding to be made supreme ruler, killing at least 12,000 people. Finally, when Ron, Bonnie, Shego, Mego, Yori, and Hirotaka confront him at Stonehenge, he traps the latter five inside their own minds, forcing them to relive their worst fears or memories, while he attempts to kill Ron. He's only stopped by a Heroic Sacrifice from Rufus before being killed by Shego.
Edit: Forgot to mention that he subjects a woman to Mind Rape in order to drive her insane For the Evulz.
Heinousness Standard?
He sets it for the entire work. With a body count in the thousands, Monkey Fist stands in sharp contrast to most of the villains that appeared before. Even the other villains who are most definitely not harmless do not get enough focus to really challenge Fist.
Mitigating Factors?
Not really. While this fic is Darker and Edgier, it's still at least somewhat plausible within the universe established by the show. In terms of Adaptational Villainy, when Season 4 aired, actions like trying to have Hana thrown into a volcano proved that this is, in fact, not out of character for Monkey Fist. As for redeeming factors, there are none to be found.
Verdict?
I think he qualifies. I'm still not 100% on the rules for submissions for fan works, though.

What's the work?
American Gothic is a 1974 horror novel by Robert Bloch, a fictionalized portrayal of HH Holmes, named here as G. Gordon Gregg...it's the late 1800s and the World's Fair has come to Chicago, where maniacal surgeon G. Gordon Gregg is living...a young woman named Crystal is investigating Gregg, posing as the niece of one of his victims...while things are brought to a rather gory climax.
Who is G. Gordon Gregg?
Gregg is a doctor of impeccable taste, wealth and charm to cover for his vicious sociopathy. As a young man, he abused animals, dissected them and gained a bit of a taste for blood...now an adult, Gregg has an MO of marrying women after he seduces them, murdering them for their money and making them vanish before hopping out, constructing a 'Murder Palace' in Chicago to serve as something of a retreat for him. the novel opens with him and his current wife, as Gregg lulls her to sleep...only to chloroform her, murder her, dissect her and dispose of the body before skipping out with the money.
This is entirely for old G, too...he's had a number of wives and they're not the only ones in danger from him. He's killed dozens upon dozens of people who've been lured into his clutches. When one fellow gets a bit too greedy around him, and indicates blackmail, Gregg gets him drunk and pushes him to his death. Crystal, unfortunately, posing as a victim, begins to fall sway to his charm, while Gregg is romancing two women on the side...one trusts him too much and soon becomes a victim. The other, Alice...Gregg decides she's a liability and stabs her through the throat with a corkscrew....Gregg eventually learns of crystal's true purpose and her discovery of his chambers of horrors where he lures people in to satisfy his craving for murder. Her love interest and boss, Hogan, manages to learn something is dreadfully wrong and rushes to save her as Gregg attempts to make Crystal his new victim.
Things end in a fight when Hogan engages Gregg in a fight and throws some of his own acid for dissolving bodies into his face, causing Gregg to trip and fatally impale himself on his own scalpel while the place catches fire about them, ending as Crystal and Hogan escape.
Mitigating Qualities?
Only villain and he's HH Holmes in all but name. A devious black widower with a lust for death and murder, Gregg is well beyond the standard and kills people as easily as breathing. HE tries to 'justify' it sometimes, but it falls apart very quickly regardless. No, theres nothing good remotely to Gregg, who kills for money and kicks and has an enormous bodycount.
Conclusion?
A painfully easy yes.
