You got a lot to learn about pornography's flaws and imperfections; though take it from me, Godiva Hair is never one of them.
A live-action image has gained Fast Eddie's approval so I'd take that as a sign of not needing to worry about a lot of what people are worrying about here, and the Lady Godiva pic is no worse than the live action image on Art Imitates Art, anyway.
Like I keep saying, clearly someone is giving these images of bare, real life human flesh (that, apparently, have some of us even ready to cry as offensive, no less) some "wiggle room" with which to remain on the wiki.

I like the black and white one. The insane amount of fake hair used, makes clear that they were going for this trope. Nobody can get the idea the naughty bits are covered by accident. It is quite tame, you can see woman showing more skin wearing everyday clothes in summer. And you can see the horse way better than in the colored picture, this makes the connection to Godiva easy.
"We also don't need naked women for the sake of naked women when we have less offensive alternatives that show the trope just as well."
So yeah, if there is a picture of the Trope Namer illustrating the trope, using an image of someone else would have to be because that image is unbelievably better, right? So we're going to censor it by using a not-Godiva image just because?! That is ridiculous.
If the B&W image is classier, okay, tho I like the color image better. If you want the image to be anime, fine, find an anime-style picture of Lady Godiva. I agree though, it should be of Lady Godiva.

We could always crop it if we don't want the legs in the picture.

Even if someone looking at that picture for the first time wasn't immediately drawn to the hair, it's not like what makes that image a fitting example of the trope isn't incredibly difficult to find. Heck, for who knows how many great images conveying tropes we want to look at, I'm sure the defining trope feature isn't necessarily always the first detail people are drawn to in a picture, but that shouldn't prevent any pictures that more-than-obviously show the trope from being on a page.
