It looks to me, like the only reason we don’t see any naughty bits in the current picture is more due to Anime Anatomy than due to Godiva Hair. Especially the right breast either has the nipple on a rather strange position, or none at all. My first thought was, that nudity is most of the times more accepted in pieces of art like paintings or statues. But all Godiva paintings I found by a quick Google search don’t really use the Godiva Hair.

While the current picture is an example of the trope, it leaves a lot of skin exposed for little reason other than getting a few people wild over anime breasts. It's not an entirely necessary step when other possible examples show much less skin.

The Movie poster doesn't really show the trope. The naughty bits in it are hidden more by her positioning and it just makes the trope look like really long hair. Sean's isn't bad, but I'd rather not have a real person. It automatically looks more NSFW even if she's better covered.

Reaction Image RepositoryI don't see why an image of an actual person would be more NSFW, not when Art Imitates Art shows Uma Thurman showing MUCH more bare skin, same deal with the Film page for Getting Crap Past The Radar. There's hardly even any overtly sensual content in the image I suggested, unlike the winking anime girl for which sensuality is its only purpose.
Surely there's quite a bit of wiggle room here for these live action images or else ALL of them should be in the process of getting changed.
^The only "bikinis" I ever see leave that much bare skin on top are typically worn at strip clubs... or in Brazil.

I regard Godiva Hair as supposed to cover everything, though, not just the breasts. Isn't that the whole point of the legend?
^^ The point of the original story was just that a woman rode a horse while naked, which is also why a lot of depictions or portrayals of Lady Godiva don't also show Godiva Hair (part of this was already mentioned, I believe). This trope is just about hair being used to either keep certain parts of the female body covered or blocked from view.
