Somewhat paraphrased, "Dean BELIEVES this crap. He should have been Rusty Venture."
What I took out of it is that if they're going to pretend to torture one of the boys, Dean would be freaked out, terrified, possibly wet himself, because he'd be so fully engaged in the "I've been kidnapped by evil people who want info from my dad and they're going to torture me, OH NOES!!!" that it would completely traumatize him. Hank's got more of his father's cynical edge, and would be fine, maybe even a little snarky.
Edit: Also, just an aside, General 21 has rapidly become my favorite character in the show.

They spent, like, an entire minute onscreen talking about this, and it kept getting funnier the more we listened to it.
I missed this show so much during the hiatus. I'm glad it's back.

Also, I'm guessing it's an alternate universe Rusty Venture.
Never trust anyone who uses "degenerate" as an insult.^ Apparently Shoreleave and the Alchemist hooked up at some point, but the Alchemist was getting all clingy so Shoreleave memory wiped him. Kind of a dick more on Shoreleave's part; he could have at least done it before the Alchemist broke up with his lover and had to move in with Orpheus.
The Philosopher-King Paradox^^ Either that, or a Doc Venture from the future who's finally gotten his act together. Nice touch putting him in Jonas Venture's old duds. We probably won't find out what his deal is until the week after next, since next week is Dean's internship at Impossible Industries. I'm looking very forward to seeing more of Evil!Professor Impossible. He's much more fun as a villain than he ever was as a... hero? Even when he was technically a good guy he was a neglectful jerkass, but now I can totally see him being the softie nice guy of Limb's new guild.
I'm also looking forward to seeing what they're doing with Underbheit after swearing off ever using him again after Love Bheits.
I'd really love to see a spin off Miami Vice-style series now with Hank as a private detective, Dermott as his bumbling/psychotic sidekick, and Kim as his arch-nemesis.
Still weird to think of Dermott as coming out of Doc Venture. Gotta hand it to Jackson and Publick for pulling that off without a retcon, though.
Now there's something I hadn't thought of.
Seems unlikely, though, if the Master's version of future Dean is any indication. The face structure is clearly Doc, and Master!Dean had a very different one.
Then again, knowing Jackson and Publick, there's at least an even chance that this guy is wearing a mask.
Well, remember what it was when we saw Future!Doc. So it could really be just about anything.
I'm betting alternate Rusty. He looks too young to be Future Rusty, and too much like Rusty to be Future Dean. Plus, Dean's line about watching his career as a super-scientist go up in smoke, BUT pulling his dreams out of the ashes, goes with his earlier attitude towards being a super-scientist; ie. that he doesn't want to. He's been negative about the idea since the hiatus ended, if not earlier. That doesn't seem to correspond well to Future Dean being a super-scientist.
Alternate theory: freaky alien dude that came through the portal as Jonas Venture to shoot the cosmic judge in the face. Given the reaction he got when he appeared as Jonas, maybe he thinks appearing as Awesome Rusty will work better.

And I'll throw my Wild Mass Guessing into the pot: the guy stepping through the portal is the first member of the Venture clan, the guy who started the family scientist/adventurer tradition, coming into the future to see how his descendents have panned out.
EDIT: Oh god, the title, "Everybody Comes to Hank's", I just now got the pun there.

Minor issue I have.....Why didn't Hank just foil his head again? It's been established that he knows that works and that SPHINX apparently doesn't check for it.
That said, Apparently Dean has invested in a Rape Whistle, not sure how much good it would do in a highrise far away from anyone that could help, but its the thought that counts.
For Science!^ Because he wants to have some of his memories erased, and the memory wipe machine isn't selective.
