Yeah, 3 feels the most "Naked Gun". The ponzi scheme one could come from most any comedy.

Honestly, I'm a bit confused, and I apologise if I'm asking a stupid question, but... what's funny about 3? I see people walking out of the police station (it looks like there was either a mass layoff or a jumble sale?), and a (normal?) Halloween banner... Maybe it's because I'n not familiar with the film? Or am I missing a (visual) pun here?

3/9 relies too much on us being aware that "Spirit Halloween" is a store, I also assumed that it was a banner for the actual holiday, and the cops were just celebrating Halloween. But a Comedic Underwear Exposure (especially if it's a Goofy Print Underwear) is immediately recognizable.
