Tropes are flexible, so if it's downplayed (they sometimes have plotlines, but significantly less so than other pairings) or discussed/invoked (they realize they're toxic together and as such resolve to not spend time together, even if it doesn't take) it counts. Of course, there's a line where it becomes a downright aversion, and then it's no longer an example.

I found this on the page for The Friends Who Never Hang:
The thing is, I can think of five episodes off the top of my head that had Jeff and Shirley plotlines. That's at least one Jeff and Shirley episode per season that Shirley was on the show. And that's not counting interactions they had outside of those episodes. Now it would be fair to say that the two have less interactions with each other than they do with other members of the group, but would it be fair to call them The Friends Who Never Hang?
