Budget He doesn't want actual superheroes to be compromised, and also feels a personal responsibility to fix his mess.
@Known Unknown: Secondly, they weren't Batman's plans: Batman had a database of weaknesses and general ideas, and Ra's al Ghul turned them into plans.
I know this was from a few pages ago but I just wanted to address this point.
If you read JLA Secret Files that shows Talia infiltrating the Batcave to get these files, you'll see that Batman's plan were almost exactly the same as what Ra's does.
Freezing and shattering Plastic Man. That was Batman's plan. And he also had plans to turn Plastic into liquid state as well and keeping the pieces into separate containers to prevent Reformation.
Making Aquaman afraid of water using Scarecrow gas. Batman's plan.
Making Kyle blind through hypnotize suggestion. Batman's plan.
Using Nanobot in Wonder Woman's brain to simulate a perfect opponent. Batman's plan.
Special vibrational bullet that Flash can't vibrate through. Batman's plan.
Setting Martian Man hunter permanently on fire. Batman's plan.
Synthesing kryptonite against Superman. Batman's plan.

Third it. Also while we're on the subject, I don't buy the excuse that Kamala Khan's creator was always going to make her a mutant. That reeks "PR Damage Control" talk to me. She felt much more like she was organically fitted with Inhuman biology from the word "go".

Author of The Rules of Supervillainy, Cthulhu Armageddon, and United States of Monsters.Unironically Apocalypse.
Say he was hibernating for centuries and now his return spurs mutant births somehow, which had been in stasis along him. A proper Apocalypse, tall like a brick house and bringing a new era with him.
Please remember that, ultimately, fictional works of entertainment are just that.Speaking more seriously, portrayed by Jason Momoa, if we wanted an actor who actually acted worth a damn.
Self-professed Wild Card who thinks cynicism isn't so bad.

Probably not, since the Sentry serum killed everyone who took it, possibly including Bob. It's way too unreliable.
In the first Captain America, you can actually see Bucky hooked up to a bunch of IV drips full of blue liquid. If I'm not mistaken, there's even a moment where he does something and has a "whoa, when did I get so strong?" type reaction later on. It's all very understated, though.
