One idea I had is that Zalama himself is Multiversal eguivalent of Supreme Kai, since he can reverse Zeno’s erasure if Super Dragon Balls are anything to go by.
Maybe when when Rymus died or retired, his duties were split between two like with Kais and Gods of Destruction (since I assume Rymus started latter as well). Who knows, two may even be brothers or cousins (since Rymus’s desing given me more of Grandpa vibes).

Now if Neva reveals that he may be working for the bad guys only because he is bored and don’t mind helping the heroes since he also stayed behind to ensure the Demon Realm dragon balls still work, that would not be very surprising.

Id be OK with that. I'm just curious how everything is going to sort out. Gomah and Degesu have been set up for total failure. Arinsu, likewise, seems in over her head outside of having Glorio as the man on the inside. Neva, meanwhile, is a total enigma. Any of them could end up with the third eye, which I feel is the actual threat here. I'm curious to see how it all falls apart for the final conflict.
Toriyama's storytelling has always been kind of odd, but all the fiction I've consumed makes me think things will shake out roughly like so:
- Arinsu ends up allying with the heroes
- Degesu attempts to usurp Gomah but gets smacked down
- Gomah maintains his position as the Big Bad for all but the last few episodes
- Neva hijacks whatever Gomah is doing towards the very end and acts as the final boss
That’s vibe I got from him so far. Okay not that exact idea, but him being True Neutral, since if he had evil plan for which he needs Dragon Balls, one would think he could just order Tamagamis to give them to him since he created them.
It's possible that Neva created the Tamagami's to protect the Dragon Balls but forgot to create an exception for himself so not even he can take the Dragon Balls without fighting the Tamagami's.
Being their creator doesn't necessarily mean he has absolute control over them.

Having Big Bad go senile and forget his long con does feel exactly like something Toriyama would do.
So Piccolo saw through Neva's senile act immediately. With Majin Kuu and now Majin Duu, we have a proper villain trio. Given Toriyama was a fan of Yatterman, this doesn't surprise me at all.

My guess is that Zeno is actually a child, and he's the son of Rymus, who probably died of old age a few million years ago.
