Does Trans Flormation cover someone dying and becoming a tree as a form of Reincarnation?

I thin Reincarnated as a Non-Humanoid would be more appropriate for such examples.

Well, it says on the page it does.

a permanent transflormation can be an effective way to show that a dying character is "returning to nature" and thereby finding peace and dignity in death.

There is no failure condition during life.

I'd say it's both, yeah. There's no reason the two tropes can't apply at the same time - they refer to different aspects of a work that uses them (ie. the mechanism of change vs. the end result.)
