There's particular aesthetic and tone that I associate with Fallout, that's also widespread enough to be a genre of sorts.
Basically, the genre of a fallen or decaying retrofuturistic society with cheerful propaganda contrasted ironically with the aesthetics of post-apocalypse or decay. I would probably call this genre "Bathos Apocalypse" or "Retro Apocalypse".
Examples would include Fallout, Bioshock, We Happy Few, I believe Atomic Hearts as well but never played it.

@Lone Courier 0: Try the STALKER games, that's about as close as you can get to what "Russian" Fallout would probably play like. The games aren't very satirical and noticeably more creepy, but the roleplaying/survival aspect is top-notch. Except that, well, it takes place in modern-day Ukraine, and is made by Ukrainians...
