I'm already noticing a problem, which is that Troopers are very much on the low end of Railcannon Strike priority targets. You essentially need to find a group of nothing but Troopers in an open field in order to hit one of them with it.
It says Troopers in the MO, and I don't think it's a typo?
I've killed 6+ enemies at once with the railcannon because sometimes they're clustered around a hulk, yeah.
You are not alone.
x5 I think the idea behind it is that it's supposed to be a sillier There Is No Kill Like Overkill gag objective, since it's kind of like killing a wasp in your house with a 12-gauge. Not exactly sure why it's tie to this MO specifically, but...
Pretty sure that Orbital Railcannon goal against Troopers is meant to be a gag, there's no way we're gonna be able to meet that quota in time. As it stands the cannon can only fire about 10 or so times during a 40 min session, and that's assuming you're using it as soon as the Stratagem becomes available.
Super Earth using a horribly inappropriate weapon against an enemy as pointless posturing?
They'd never do that.

You are not alone. It'd better be specifically Trooper movement so we can find more clumps of them to shoot at with Orbital Railcannons
To me, it looks like a ploy to prolong this MO since it was only three low resistance planet's we needed to liberate and we've gotten one in a single day. It's already slowed progress on Julheim to a halt now that nearly half the players went to Charbal. Not enough to actually liberate it though.

Old MO has been passed. New MO is to liberate all planets in Nanos Sector from Automaton control to protect Sanctuary City on Emeria.
