It feels like Dan Castellaneta as The Genie really.
I don't know how much improvisation Will Ferrell did on the first film but the script does feel like a pale echo of it, rather than what he'd actually say.
It's not a movie movie, it's a Pilot Movie for the show, so they're not putting a full theatrical budget towards it.

The Doom Syndicate exists since the earliest drafts of the first film. They were cut out for time constraints but later appeared in the tie-in videogames

You’re Gonna Carry That Weight.Honestly, it doesn't look that bad. I checked out the six-minute preview on YouTube, and it was pretty funny, though clearly not as much as the original movie. I love how they changed Minion's name to Chum In-Universe due to a cease and desist from Illumination Entertainment Mr. Minion's Meatsicles.
The premise is what really confuses me. The preview made it clear that this movie (and by extension, the series) takes place not even a week after the events of the first movie, yet not only is the marketing putting a big focus on Megamind becoming a social media influencer, there are all these new villains who we've never seen before. I thought the first movie established that Metro Man and Megamind were the only hero and villain in Metro City, so why the hell does Megamind have his own Legion of Doom now?
I'll admit few gags were good, particularly the Titanic gag.
Social media stuff is typical Comic-Book Time. As for the others, I wouldn't be surprised if villains came flocking to town because they aren't scared of Megamind the way they were of Metro Man. And Go Fish Gang are such minor thieves, it's possible they existed, Megamind was just the only villain who would terrorize the whole town with a giant robot or something to that scope.
Did the first movie ever explicitly state they were the only ones? I don't recall.
None were shown, but that's easy enough to chalk up to conservation of detail, or they had their own stuff going on or whatever. Superhero movies do far worse all the time.

Ok, my bad, I expressed myself very poorly. My message was not said as "Who the hell is going to watch this garbage?" but rather as "Considering how poorly the trailer has been judged and Peacock is not as popular as other streaming sites, I doubt many people are going to watch this". I should have picked better words. I personally think that this movie is going to be more an "OK" type, in my opinion. Neither terrible but neither great like the first one. What do you think?

So, Peacock has revealed the trailer for a Megamind sequel titled Megamind vs. The Doom Syndicate which serves as an introduction to the TV show titled Megamind Rules!. Both titles will be released on March 1.
