With the older shows, I think there's a restoration process that needs to take place, and it's pretty time consuming. So they'll prioritize the stuff that fits their theme of the moment (Like, IIRC, Jake Long got put up in the vicinity of Mulan because Asian) or the stuff that takes less work or has more demand.
I mean, a lot of the cartoons from before like, 2004 are probably stored on video tape, because that's what you did at the time. There's also stuff like having to renegotiate actor royalties if streaming wasn't factored in at all. A lot of the time, that's easy ("you get x amount of money") but sometimes an actor is retired and really hard to get in contact with, or they're dead and their estate doesn't want to talk. The royalties thing is a lot easier for movies, by the way, because TV show royalties are handled by episode and streaming kinda wreaks havoc on that.
