While Ten hides after thrashing bikes, we cut to Maruo vs Kotton. Urara told Maruo of Kotton's weakness: liquids since Kotton would absorb them and limit his speed in the process, so they taunt him to the nearest body of water. It was one hilarious yet awesome example of a double subversion!!

Per the Unspoken Plan Guarantee, it can't work just the way Urara wanted, but if the plan failed entirely she wouldn't have contributed anything at all.
Chapter 18:
Kotton tells of the past, of the late Kioh and how he got involved with him. He also told us how he died: he was running out of cash to keep himself alive and he prioritized others before himself. Kioh's death devastated Kotton, who basically ran away from it all until now.
After, we get the possibility of Doppo having manipulated Kioh's will before we head to our next place to go for more allies: the Ayakashi B-Stars Host Clubs and their leader Rokurogi ... who is now being beaten up by people from the new Club Undine, who has connections to the New Enma Syndicate. Oh dear...
Hinduism, yes. Gotta say, reading this translated was a real drag because I’m not familiar with all those terms in English*. I might starting looking for the raws if this trend continues.
(*: I know English just uses the original Indian words as are, my point is that I can only recognize 90% of my Hindu-Buddhist terminology in Japanese)
Chapter 20:
Meanwhile, Kotton had Urara go to Ayakashi B-Stars to recruit allies. Little did they know that the Enma Syndicate already made their move. Now, Ayakashi B-Stars is gone, and now, all of Kabukichou is under the Enma Syndicate's (read: Doppo Akari's) thumb. Their remaining possible ally left is Kori Hotels, and it just so happens that Inari Aburaya, Junior Assistant Manager, was there to summon Kotton to Tamagawa...

Chapter 21:
Possibly inevitable testicle jokes aside, we learn more about Kori Hotels, run by tanuki and kitsune and literally made up of the general manager's testicles, and why they summoned Kotton. Turns out, they have chosen to leave Kanto given what's going on with the Enma Syndicate recently. Before any attempt at giving them options though, Urara refused outright, leading to Plan B: seal them up for a century until Kori Hotels escapes using exorcists. Here's where our protagonist re-enters. Maruo was tipped on what happened, and got Inari in a failed attempt to disguise as Kotton. Now, it's practically war...

"Grab the really long scarf" turned out to be the (imperfect) answer.
