I thought an example of Sub-Trope is always an example of the Super-Trope. As written on the Super-Trope page: "The key point is that the definition of a sub trope must include the definition of the super trope, just with special qualifiers that make it distinct."
A person who has a 0% Approval Rating is not necessarily Hated by All, but a person Hated by All necessarily has a 0% Approval Rating, so it appears that 0% Approval Rating is the Super-Trope (i.e. the inverse of what is currently written).
Also two questions simular to those I raised in the TLP for Hated by All:
- Does 0% Approval Rating apply to groups of characters?
- Can the trope be downplayed? (i.e. if one or two underlings like their Bad Boss, but the rest hate them with passion?)

But ZPAR is narrower and only focuses on authority figures. By definition, it cannot be the super trope. It is in fact the subtrope, as the only real difference is that the character is, well, in a position of authority.
I think you might be confused about the trope definitions here.

- Alice is a senior hated by her subordinates, but she is well-liked by her neighbours and friends. ZPAR applies, HBA does not apply.
- MrMean is a Bad Boss hated by everyone, which naturally includes his subordinates. Both tropes apply.
- Bob is a teenager in no position of authority, but he is despised by all who know him. HBA applies, ZPAR does not apply.

ZPAR implies that the hatred that the character evokes is related to how they use their authority.
Makes sense.

All of the students absolutely hate him for being such a strict jerkass...but at the end, they admit that they like Josh as a guy, but he sucks at teaching.

Zero Percent Approval Rating is currently limited to national leaders being disliked. It has suffered misuse for more than just national-level leadership. Names will be decided with a different crowner; this is to identify which concepts are tropeable. If more than one achieves consensus, a new trope will be created.
To be honest, I just think 0% Approval Rating should just be expanded for anyone that's hated by everyone in-universe. Kind of like the Unpopular Popular Character. I say it and One Hundred Percent Adoration Rating rating refers to characters being either hated or loved by the story's characters. It can primarily be applied to leaders, but it can apply to anyone who has any kind of connection with lots of different people.
