I get what it's trying to get at. The red-white blocks indicate the range of the rocket launcher, meaning that it has a minimum range. Meanwhile, the enemy tank, which is probably a close combat vehicle, is within that minimum range, so the launcher cannot attack it. Still, I think it's a meh image.

An image for this was added without any discussion using the TF2 sniper. I think it isn’t that much better than the cut Dhalsim image personally as it implies it with the sniper, but doesn’t really encapsulate the trope.
