Also, beginning Saturday, January 2, Me TV debuts Saturday Morning Cartoons, a three-hour “all cartoons, all the time” block reminiscent of the Saturday morning broadcasts of the past. Each hour will present a collection of cartoons featuring Popeye and Friends, Tom & Jerry, Looney Tunes and Merrie Melodies.
Also, for those keeping track of Looney Tunes' presence on broadcast/over the air television, this is technically the franchise's return in the air since September 2, 2000 on ABC.

While there isn't a Roku specific app, you can legally stream OTA channels via Locast
for free with ads, which has a dedicated Roku app
and works in a browser. MeTV's website
only offers free on demand program with no form of live streaming.
Though I stress that if anyone already has an antenna set-up, or a TV built in to catch signals, they're better off using that method.

Causal reminder that on weekdays, Toon In with Me is only an hour long, starting at 7 am EST

Saturdays are the only days the block is expanded into 3 hours, from 7 am EST to 10 am EST

Me TV is pretty clearly owned by Time Warner, and that's where all their cartoons are coming from. The Time Warner library includes the WB cartoons, the MGM cartoons, HB, and the Fleischer/Famous Studios Popeye (I think they own most of the Fleischer catalog); their essentially showing stuff that aired on CN back when CN showed classic cartoons. Anything not owned by WB isn't likely to show up (Woody Woodpecker is owned by Universal, Silly Symphonies is Disney, Paramount currently owns the Terrytoons, etc).
I'd be very surprised to see any anime, mostly because Me Tv is programmed to be nostalgia viewing for the 50+ crowd, and also because WB plain doesn't own much. If they did show any, it probably would be the older stuff like Astro Boy or Speed Racer.
MeTV isn't owned by WarnerMedia, but by Weigel Broadcasting
which doesn't have a higher parent company. I checked days prior to see if there was a known parent company, but I couldn't find anything to support that.
Weigel Broadcasting has more history dealing with ViacomCBS (Decades) and FOX Corp (Movies) in channel creation than anything with WarnerMedia.

I stand corrected then. Still, all the cartoons they've broadcast so far have been from the Time Warner library. I suppose, if they aren't owned by Time Warner, there's nothing to stop them from licensing other cartoon catalogs ('cept Disney, I expect. The only non-Disney outlet that I've seen showing Disney cartoons is TCM).
Maybe you're thinking of Blooper Bunny (from 1991), which was withheld from release until 1997.

with The Flintstones on Sundays, starting on February 21st at 11:30 AM EST.

How about the Ant and the Aardvark?
It's interesting to note some of the cartoons they've been showing recently. This Saturday they'll show "Bushy Hare," a short Cartoon Network never aired, and the week after that they'll show one of the 2004 Larry Doyle Looney Tunes which never got an official release.
(It's interesting, also, that they aired shorts like "Rebel Rabbit" and "Tweety and the Beanstalk" uncut.)
