I feel like there are legitimate arguments to maybe be made for why Harry is a bad person, but that's more to do with how the universe in which he exists is bad.
My various fanfics.I'm not even sure I'd call Harry a bad person. He has flaws but is ultimately a good person when it comes down to it.
I think the "Harry is bad" takes are a combination of Ron the Death Eater and people seeing him as some kind of avatar of J.K. Rowling who has been revealed to be a less-than-perfect (to put it very mildly) person recently.
I'd imagine it's also an evolution of the "Harry is kinda useless" narrative where he often tends to succeed through allies, luck, and The Chosen One-ness rather than skill.
Also, isn't The Cursed Child predicated on him being a lousy father?
