Let sleeping cats lie and be cute and calming.I doubt Colbert had any direct involvement in it, it's just that since the show's creator got his start spinning off of Colbert's "Cartoon Donald Trump" series Colbert has probably just signed off on putting his name on his shows. Of course that doesn't mean I'm not disappointed he isn't more discerning.
There's been a pretty long string of shows Comedy Central's put after South Park, many of them animated but not all, and most of them haven't lasted very long at all. My guess is that Comedy Central considers the block an opportunity to see if something will stick, even if their track record's been pretty bad so far.
Also, the Fairview characters look like Bitstrips/Bitmoji characters to me. And I'm sure they left off the legs to avoid walk cycles - it could work I guess, especially if it was 3D animated (I'm thinking of how in many Wii games the Miis are rendered similarly) but I have no idea why they thought it was acceptable here. It's especially odd since the production must've been cheap (none of the voice actors are well-known except James Austin Johnson, and even he's only been on SNL for a year, and as Saberspark mentions all recording was done over Zoom) so you'd think they'd have some extra left over for animation.
If anything, this proves that shows like Smiling Friends, or Invincible, or Arcane, or Close Enough, or Inside Job... okay, that was WAY more extensive than I was expecting. Point is, there’s still plenty of crap adult cartoons out there. Not counting this one, we have Hoops, Chicago Party Aunt, Santa Inc., The Prince, Teenage Euthanasia, High Guardian Spice, and not to mention, the rest of the shows that this creator has crapped out. All I’ll say is that this show would be horribly behind the times in 2012, which was ten years ago. Hell, it would be behind the times in 2002.

Even if you think High Guardian Spice is bad (which is fair from what I've heard), it shouldn't really fall into the category of those other shows since it's not a raunchy comedy like the others. That's the trend most people are criticizing. I think that even if High Guardian Spice failed, it at least looks like it was trying.
Reviewers have been especially harsh towards these shows lately, which is probably a mix of them getting tired of these shows and how they never seem to go away, and that these videos probably get a decent number of views. I agree that there are way too many animated comedies that don't innovate at all, and the main reason why is probably that it's very hard to predict what will catch on. As a result, the shows that get approved are mostly in the vein of other shows that already exist (Santa, Inc. came about as a result of Stoopid Buddy Stoodios trying to replicate Robot Chicken again, and of course there's all of the Rick and Morty-esque shows) and are cheap enough to produce that they don't represent a significant investment.
There are also some adult animated shows that are quite divisive like Big Mouth, which has its defenders and those who find it too repulsive to enjoy. Even Inside Job has some critics who think it's too reliant on adult comedy and reference humor (although I think it's fine). Heck, even Chicago Party Aunt, which no one seems to really like, has had multiple reviewers note that despite its jokes falling flat, the characterization is actually quite solid and isn't just a means to deliver the same jokes every episode.
Also, Santa Inc., while it looks quite bad, and I haven't heard anything good about it, I think is a bit overhated due to its deliberately controversial premise. I've gotten pretty sick of media companies milking the culture war for profit, but I think many of the initial critics did just want to jump on it for being too woke.
Saberspark uploaded a video where he talks about the finale of Arthur and basically rambles about the good memories he has about the series.
If you haven't seen the finale yet and want to go in blind, be warned that he does talk about it with spoilers at around the 5:07 mark.
