Just use the Cast of Expies trope that you mentioned.
And no, I don't think it's a crossover. I'd put Deconstructed Character Archetype (for the characters portrayed) as the trope instead.

I noticed that Watchmen is listed as a crossover on some trope pages (Deconstruction Crossover for example). Now Watchmen isn't technically a crossover, but it's characters are Expies or Captain Ersatzes of other superheroes. I'm assuming that's why Watchmen is being listed as a crossover. I'm curious, can something be considered a crossover if it's full of expies of character from other properties?
