Patiently awaiting the release of Paper Luigi and the Marvelous Compass.^^ Just to be clear: Televised Torture's current description (villain privately watches in on torture) has little to do with Public Execution. The suggested expansion would turn it into a subtrope though.

This trope only has five examples and 18 wicks. The description makes it sound like it's about a villain watching someone tortured via video. However, Doctor Who and New Order examples are about torture broadcast to the public, and it's used on Kick-Ass to refer to torture livestreamed online, like the newly chosen page image. To start, I propose changing the description to make it clear that broadcasting torture to the public is also included, since it would seem too narrow otherwise.
