The Administrivia policy for works created in other languages is Troping Works Created in Other Languages. At the moment, this is focused on works with official translations.
More broadly, TV Tropes has a rule that the latest English translation will normally take priority over the original (some exceptions are listed on the Administrivia page), but many pages and examples still use older titles and character names. This cleanup is to help relieve that.

It's not a usual case of subpage collision, it's that it's basically the same work to begin with. If the anime/manga/LN/etc. pages for whatever work were split, each would go under their own translated name.
The Conditions of Great Detectives appears to actually be called Lessons for a Perfect Detective Story in English, according to Wikipedia and several other sites. I'm not sure how to go about moving it.

Kaitou Tenshi Twin Angel is translated as Twin Angel: Twinkle Paradise on Crunchyroll.
Keet cleanupLooks like Twinkle Paradise is the localised title of the anime Kyunkyun Tokimeki Paradise!!, but not the franchise as a whole. I'd say the Kaitou Tenshi Twin Angel page is currently misplaced and should be moved from Anime to Franchise, but it doesn't seem to have the examples for it outside the anime.

I recently moved Do You Think Someone Like You Can Defeat The Demon King to its localized title of Roll Over And Die. I meant to do it earlier, but I refrained because the original writer of the page was supposed to fix up some plagiarism issues.

If a tree falls in the forest and nobody remembers it, who else will you have ice cream with?I moved Vigilante: My Hero Academia Illegals and My Hero Academia: The Two Heroes to their English titles, respectively My Hero Academia: Vigilantes and My Hero Academia: Two Heroes. This is the first time I've actually moved a page, so does everything look alright?
Regarding wicks, the only page that still needs to be migrated is Vigilantes, at 120 wicks.
The only page that I wasn't sure what to do with was Trivia.Vigilante My Hero Academia Illegals. The page only has a single example, so I don't know if it should be moved along with the other subpages or cut outright.

Also finished changing wicks on Battle Angel Alita and Maria Watches Over Us.
Not bad for a weekend's work, I'd say.
If it's a translation of the web novel which is readable online for free, it should be re-added.
I don't think Doki Doki! PreCure should be moved to Glitter Force Doki Doki since Saban's edited version is so different it might as well be a different series, like Power Rangers versus Super Sentai. Perhaps Glitter Force should be moved back to Smile Pretty Cure! for the same reason; I believe even the troper who moved it wasn't happy about it.

Rock'n'roll never dies!That reminds me that the Houshin Engi anime was dubbed in 2001 as Soul Hunter, but then the manga was released by Viz in 2018 as Hoshin Engi, making Hoshin Engi the most recent translation.

I'm currently in the process of moving the subpages and sub-subpages of Axis Powers Hetalia over to the localized title. It's...gonna take a while. Also, how does one move a Video Examples page? There doesn't seem to be a "copy source" button like on other subpages.

On TV Tropes anime, manga, and light novel adaptions of each other frequently share a single page under whichever is the "original" media (and on trope pages anime and manga get lumped together under a single header/folder), hence the need to pick a single title.
