I've seen this particular misuse around, too. E.g. Brooklyn 99 has a video game Kwazy cupcakes and I've seen it listed on a recap page as Expy to Candy Crush Saga... (I do think we have other trope for this knock-off version of things, perhaps Bland-Name Product?) or recently I've deleted from Jane Eyre that Jane travelled to an Expy of Leeds.
There could be a proper trope for "a place that looks like another place". California Doubling is a subtrope of that.
There could also be a proper trope for "an item that looks like another item in another work", too. (It's probably not Bland-Name Product because it doesn't always have a "brand".)

I thought Expy meant:
This character was deliberately crafted to be very similar to another character in a different work.
However, I've seen one entry (cannot remember which work page) mentioning "an Expy of the Netherlands in a fantasy football tournament" - shouldn't that be Fantasy Counterpart Culture?
I've also seen Expy used like this in a few other entries, I'm still wick-checking.
I believe there is a cleanup thread for this sort of thing, but in general, shouldn't Expy be limited to characters, not for usage relating to places or items?
