Are Spider-Man's villains so weak, flat, and co-dependent that they can't exist in a story on their own, with their own goals and motivations, without getting their shit wrecked by a loser who can't stop making dumb jokes and would make a deal with Satan to save his grandma by trading away his marriage?

They aren't really made to be the stars of their own movies.
Like you can make them sure but it doesn't mean they are built for it.

I'm not saying that those characters can't work on their own I know they can I'm just saying that it's weird for a character like Venom which origin in almost every version involves spider-man in a major way, and it also feels like it would be unlikely to work commercially when the face of the franchise that most people care about is absent.

There's a difference between being an antagonist, being a villain, and being a Satellite Character.
Dr. Doom is a villain and has shown to be able to exist in a story, even be a protagonist, without shaking his fist at Mr. Stretchy Asshole.
I'm currently reading a novel on the Dark Avengers, Norman Osborne's Avengers team of villains when he was Director of S.H.I.E.L.D.

Quick question: how many of those villains...are actually completely wrapped around Spider-Man and who could not possibly exist without him, not even slight working around that?
Even Venom is more dependent on the Symbiote existing rather then Peter Parker being there.

But despite they being technically existable without him, you can see why that may still feel rong to people since they associate them with him, it would be like having a universe of batman villains but without a batman.

What about the Crusader, Dark Raider, Devos the Destroyer, Doctor Sun, Dreadface, Ebon Seeker, etc?
Not every villain is a Venom or Doctor Doom, those sorts are widely outnumbered. Iron Man famously has a mediocre rogues gallery where only a handful of villains have found any sort of major prominence.

"I am Alpharius. This is a lie."I get you're kidding but Gotham still had a batman even if it was before he become batman, that was the point it was a prequel series showing the iconic characters before they've developed into the heroes and villains we know, kinda like Smallville was for Superman.
I never watched it but I always got the sense that the reactions to Gotham were always "why are you making a Batman show without Batman".
At some point Smallville was pretty much Superman, but with the insistence of not actually referring Clark as that. It got to the point where he pretty much met most of his iconic villains, Kara becoming Supergirl, and us getting Superboy before he actually put on the suit. Lost track of Gotham, but if felt like that too.

So Gotham, Batwoman, season 3 of Titans, and the upcoming Gotham Knights, the latter 3 all having a similar set-up of Batman disappearing leaving a young group of heroes to take his place.

The difference between how I view the MCU vs. the SUMC is that I see the MCU as professional adaptations of superhero stories, and the SUMC as creative writing assignments. "Pick a character at random. Let's say Betty Brant. Now write me a superhero screenplay starring this character. I don't care if that doesn't make sense. You're a writer. Figure out a way."
The Star Wars Expanded Universe used to do this all the time and people loved them for it.

I personally liked Morbius fine, is not as fun as venom but I thought it was entertaining enough I personally thought the villain was kinda cool.
