One minor villain on Arrow attached bomb collars to random civilians and ordered them to steal jewels for him. If they refused, he would blow their heads off. (It also made it easier for him not to get caught.) Even good people may commit crimes if their lives are at stake.

My villain is someone who enjoys getting good people to break the law and their own sense of morality. They usually pick people who would be considered model citizens and typically try to get them to steal things. Their first victim was a girl they knew in High School who they considered to be too much of a "goody-goody". I'm trying to think of how they'd manipulate people into breaking the law.
One idea I had was that they'd tell people that the stuff they're stealing was already stolen and they're just returning it to their rightful owner. The thing is, I don't think this would work on everyone. A few might try to steal it back, but most people would probably just call the police. Also, I figure this villain would want to mix up their methods so they don't get bored.
