• Starfall is a unicorn, whose name starts with "Star", with a considerable amount of magic power (though he's not as powerful as she is).
• They have emotional and social issues.
• Their coat colors are shades of purple (hers is a lighter heliotrope shade; his is a darker purple that's closer to Twilight)

But unlike Starlight....

• Starfall is more of a nomad.
• His dad didn't smother him the way Firelight did.
• He's not a (former) villain.

In common:

• Both wear clothing that partially obscure their faces (mask for Lucina, bandanna/jacket collar for U-47).
• Both are far stronger than their appearances suggest.
• Both are obtainable as a 5-star/SSR unit in their respective gacha games.

Not in common:

• U-47 specializes in ranged combat (though being a submarine, her range is relatively short).
• U-47 is a Mechanically Unusual Fighter, while Lucina (as far as I know) plays like most other Fire Emblem Lords.
• Lucina is at her strongest while supported by other units. U-47, on the other hand, gains significant buffs when she's the only submarine on your side.
