Didn't think of it as a middle finger to Netflix, but then I realized Hulu will mostly be owned by Disney in a few months' time so maybe it IS a middle finger?
As for FX's Deadpool toon reincarnating as a Hulu original...maybe? Though we’d have to see how these shows work out. I’m particularly excited for Howard the Duck. I wonder if they’ll have any elements from the Chip Zdarsky series.

Howard is looking a lot like how he did in the Zdarsky run...
I loved Zdarsky's Howard the Duck book, so i hope the show takes inspiration from it, in addition to the classic Gerber works of course.
And i dig that they're Teaming up Tigra and Dazzler. It's an odd duo, but i can see it working.
And looks like Disney will use Hulu for their projects aimed at older viewers. So i guess the Disney streaming service will be mostly all ages.
Tigra looks like she escaped from planet Thundera and landed in LA.
I cannot think of a single thing she’s been in, while my main exposure to Dazzler was the X-Men arcade game and a review Linkara did.

You forgot her appearance in X-Men TAS AND the X-Men Arcade Game.
Now for my thoughts: 1) MODOK: Fitting considering how the character is often (especially nowadays) the punchline of Marvel Universe. Its the reason why he is the star of their What The!?! series. Will watch.
2) Hit Monkey: Never really cared for the character. Especially seeing how he was a product of the Daniel Way era. Will not watch.
3) Tigra & Dazzler: Weird pairing of two characters, but certainly sounds like an interesting concept. Seems like a super heri equivalent of Broad City. Something tells me the description of that show triggered the fuck out of a certain section of Youtube and are now making 20 minute long video bitching about it. Will watch.
4) Howard the Du- WILL FUCKING WATCH! I’m already sold when they said Kevin Smitch and Dave Willis is working on it.
5) The Offenders: If the villain is Mojo than that would be the best. Possibly watch.
Tigra And Dazzler is having a complete creative overhaul. Everyone was let go from the series.

The way it sounds is that in the midst of the shakeup someone looked at the scripts and said no. It could be any number of things, similarities to the Harley Quinn show, being way too similar to failed programs (if it ended up being a Marvel equivalent of Tuca & Bertie I could see panicky executives pulling the plug post haste) or just wasn’t all that funny in test readings.
Howard The Duck and Tigra And Dazzler are no longer being made.
That's very unfortunate as I was really looking forward to those specific two shows. Currently, M.O.D.O.K and Hit-Monkey are still on track, but now "The Offenders" crossover series is retroactively in limbo considering half the roster is gone.
Alternatively, I suppose Tigra, Dazzler, and Howard could join up on either show as recurring characters.

Maybe they were further into production.
Dazzler and Tigra had problems in development so that's why probably they were canceled.
Guessing from premises alone, MODOK is wacky supervillain fun that can also answer to DC Harley Quinn and Hit-Monkey can have over-the-top action. Howard is more made for subdued satire.
There will be a 4 issue miniseries called MODOK: Head Games written by Jordan Blum and Patton Oswalt. It comes out in December.

Patton Oswalt reaffirms
that Marvel's M.O.D.O.K will still debut in early 2021.
On that note, this is my first time reading that M.O.D.O.K will in stop-motion, animated by Stoopid Buddy Stoodios (Robot Chicken, Buddy Thunderstruck). It makes me wonder if this will be a spiritual successor to Marvel Super Heroes What The—-?!
