His eyes are pointed away from one another, which usually represents inattention or idiocy. The name "Rufus" sounds American enough to me, although I have noticed that it's been on the decline for a few decades.

Doesn't illustrate the Wacky American part (especially with such a non-wacky facial expression), just Wacky Name. As Primis said about the previous suggestion, it's Just a Face and a Name. This may be a BUPKIS case.
