I'd be fine with making Rickroll either a Useful Note or Just For Fun. Cutting or merging it, however, looks like a bad idea.

No... 4.5:1 and 1.5:1 are dramatically different ratios, and even if they were both over 2:1, they could both be done.

I moved the page, migrated the indexing (I removed it from New Media Tropes now that it's Not a Trope and added it to Just for Fun for obvious reasons), and corrected the page type (stuff added to the JustForFun/ namespace is set to "subpage" by default for some reason). Dewicking still needs to be done.
Edit: I'm assuming inline wicks can be kept in at least some cases, such as if a Web Original work references Rickrolling, and that the namespace just needs to be changed.
Edit: Brainulator already posted a notice on Main.Rickroll's discussion page.
Update: Wick Namespace Migration complete for Main/, except for Shock Site, which is locked. I posted a request in the locked pages thread. (Another update: This was taken care of, so Main/ is dewicked.)
Update: Main.Rickrolling (a barely used redirect) was dewicked and added to the Cut List.
Update: Wicks down to 200. The hiatus was due to medical reasons, but I'm getting that treated, so progress might be able to continue again.
