I would say Link in The Legend of Zelda: Breath of the Wild has access to a ridiculous number of weapons.
Borderlands boasts that it has a bazillion guns, but I don't think they count because there are actually a few tens of guns that each come with a bunch of varying stats.
The Inklings and Octolings in Videogame/{{Splatoon}, surprisingly enough, have a huge range of weapons. Granted, there is the same caveat as Borderlands, though in the case of Splatoon the difference is in subweapons and special attacks, which do drastically change how each weapon is used.

You only get 6 weapons in Mega Man 1, and there's 8 more weapons in Mega Man And Bass. You never have them all at once, though.

There's always a list you can find for "the most powerful" or the "coolest" weapons. But let's look at quantity over quality here. Games like DMC, Ratchet and Clank, God of War, Metal Gear, etc - What if the Bag of Spilling didn't exist and action game heroes kept all of their weapons?
