Having read the trope page for both Living Dream and Tulpa, I was curious about people's opinions on the nature of a Quirky Miniboss Squad of villains, namely what they counted as.

The context is that there is a "Dream World" outside the mortal plane that acts like a mass of "molten" possibility and it shapes itself in response to receiving the dreams, hopes, fears and nightmares of the people within the mortal world. If you've played them, think of The Fade from the Dragon Age game series. Scenarios are produced from these imaginations, which play out and then fade away into nothing.

Several villains born from the fears/anxieties of different characters are able to invade the mortal realm and go on a killing spree.

So I just wondered...are these Tulpas or Living Dreams?

Based on a quick look at that page, it seems like a Living Dream, to me.

I thought as such, but I wasn't sure. The four "main" ones—aka Quirky Miniboss Squad mentioned in the OP—are essentially four alternate selves of one character formed from imaginary situations where he succumbed to one of his fears/anxieties and became a villain. So that was what tripped me up with the whole Tulpa idea.
