Avoid having a Public Security Section 9 expy in a post-cyberpunk story

I had some chapters written in another country (in this case, the Philippines) where cybernetics has not taken off (It's there, but only those with money can afford it) due to the costs and sometimes, with some Christian religions (Like Iglesia ni Cristo aka Church of Christ) decrying it as something against the teachings of god.

Said chapters consist of using the assets of a once active military-police anti-crime group, which I need to check for its records, and the unit's members being flesh and blood and the antagonists having cybernetics/cyberized parts.

One thing I did with my chapter drafts is that the LE unit has members who are all human, coming from different Philippine LE agencies/military branches.

Does anyone has any ideas on how to avoid making my story like Ghost in the Shell’s Section 9 further?

Why do you need to? Things like genre similarities are ok, can even seen as an homage, provided that the specific details are different.

I mean, Section 9 itself is an expy of various real world special ops units, and the concept of a black ops law enforcement unit is common enough in cyberpunk. If you hadn’t specifically mentioned Section 9 I doubt the association would have been drawn quickly.

I also don’t recall Section 9 having a “humans only” rule. As far as I recall its operatives are pretty extensively modified.

They should have sent a poet.

I did write up a test chapter or two with a similar unit where the members are human and the enemies they face are semi or fully cyberized.
