"Forget what you know....Embrace the Remix."A more comic relief-type villain (but not completely harmless) met a few times throughout the story, with cute mascot mooks working for them
"Leftover items still have value!"A playful hacker who doesn't seem like much but practically runs the place.
A intelligent and calculating villain, they are driven by logic goals and motivations, and has no grudge nor beef, or anything personal against the heroes, all they want is their own cryptic goals.
"Bingo! If two species hate each other, they will wipe each other out on their own."A mercenary hired by the Big Bad to track down the heroes. He has a personal moral code, but not one that stops him from doing this job.
None, he's too pure to be evil.
Seriously though, I could only imagine him being as evil as Genie under Jafar's control. A totally nice guy who is forced to work for the big bad, despite not actually supporting his goals. Tropes is the one who the big bad sends out to fight the heroes the most, so Tropes fights in a half-hearted way, not really wanting to hurt them, and all while roasting the big bad since he's not there to hear it. He eventually makes a Heel–Face Turn.
Sidenote: If the hero actually dies in one of Tropes' battles, Tropes' reaction is the same as Toriel's.

I can't seem to freeze on one for very long.An imperial councilman who is in charge of the justice system of a very powerful galaxy-spanning empire, he takes delight in punishing "criminals" and never gives up a chance to impose punishments on people he believes are evil, he is not evil per se but very unlikely to deviate from the law, even if it means innocents die in the crossfire, simply because he enjoys enforcing it.
"Bingo! If two species hate each other, they will wipe each other out on their own."Knights who start off serves the Big Bad of the story under the promise of protection. As the story progress, they get backstabbed and switch sides.

Extremely bored person who commits evil deeds just to entertain himself. Either that, or a person who feels no emotions at all and just wants to watch the world burn.

They become affable to an extent, but harbor a complicated mix of love and hatred for the people who caused them to be this way. When the heroes get to them, there is a decision; Talk them down and reconcile them with their former friends, or take them down.

Cosmic human watches over a certain Meme universe.I'm picturing a Perky Female Minion who serves as the tech expert of a group of antagonists. While still a legitimate threat, she's very much Affably Evil.
A lonely, emotional villain who mostly sees herself as the one to end all suffering in the world, even if she has to take extreme measures for it, she ultimately just wants friends and eventually redeems herself after the heroes show her that innate compassion exists and befriend her.
This is the What kind of villain would the above troper be. I think you got mixed it up.
