"Setting up the save" means adding the pictures of the tributes and the newly suggested events to the simulator, which is done before every season. After that, all that's left to do is run the simulator, take screenshots of the save (which like 9k1 said, is already done for this season) and send the screens to the host so the season can begin.
To answer your second question, yes, you can be in as many seasons in a row as you want.

To clarify, you're allowed to participate in as many seasons as you want, but you can't nominate the same tribute twice in a row since we have 4-season cooldownnote for all of them.note

In this season of villainy we're feeling devious and thus this update comes at a most malevolent hour... Erm, 12... So let's begin!

- Gruntilda tries to tell Dark Bale's League that killing is wrong and that they can avoid being killed too. Too bad they don't care and just kill Ripto after she leaves.
- DIO uses ZA WARUDO to escape the Bloodbath unscathed though curiously opts to not kill anyone right now.
- Grievous summons legions of Ichi's past tributes' phantoms to become stronger.
- Ross clearly didn't expect a lesser-known Fire Emblem villain from being part of this Season's roster... Where's Medeus and Grima at?
- Ridley starts off dickish as he injures Chiaki with a fishing jar.
- GlaDos encounters an interesting creature but ultimately a pointless one she decides to ignore and go on with her day.
- Canaletto isn't one to wait for anything to kill and immediately smashes Shredder into paste.
- Ki Adi fails to see that his gun was loaded and gets shot to death accidentally by himself. Live Sonic.exe reaction
- Cioccolate and Seko decided that a blood bath was the best thing to do in the bath of the blood.
- Margarate brutally eviscerates Hank Scorpio.
- The HGS Villains are all up for some videogame consoles, but Vader refuses to share like the selfish dick he is.
- Tonya accidentally ensures that no bases will be belonger to CATS.
- Dark Cookie tries to cast the Arena into eternal darkness but bungles it and now it is brighter than ever.
- Draedon gets the Dog-Chain Yanking treatment as he dies and revives and dies.
- Quirrell expects a very specific low position for this Season.
- Ashnard makes things go whack and out of control alright?
- Randall flees the scene without a second thought, NIGERUNDAYO he says.
- Fecto Elfilis is single and ready to kill some.
- Day 1◊ (Backup◊)
- Sekto throws and crushes the Headless Horseless Horsemann into a garbage truck, looks like pumpkin guts are on the menu.
- Dio decides to rob a bank but opts to pay some fine to show his nobler traits.
- Sundowner goes for a walk when he spots Chiaki and the Sorceress cheating on their diet with a rice restaurant.
- Count Dooku does not last long as the Jersey Devil ambushes and devours him, what's that guy doing in Panem anyway?
- Sideshow Bob messes with Dooku's mangled corpse while Canaletto, the HGS villains and the Helheims all try to pay their respects.
- Elfilin attempts to take on Dark Bale's League but is quickly and easily beaten.
- Darth Vader realizes a terrible truth about Picrew and goes mad from realizing it.
- Cioccaloto and Seccy babble about secret identities to Grievous as they discovered Ross so Grievous just reveals his own to avoid further complications.
- Elfilis points out how Pomegranate Cookie's plans are super flawed and shouldn't be done by anyone with a stable mind.
- Denning uses a spell to brainwash and control Ridley in an attempt to kill him by making him fall to his death, but Ridley breaks free of the brainwashing and mauls the sniper morph.
- Dark Enchantress Cookie sets up a mafia in the Arena with herself as the Don; Cuda, Barty Jr., Quirrell, the Lich and Vilgax all join it to cooperate.
- Clarence demonstrates a large arsenal of weapons against Nisshki that impresses the audience.
- Ashnard makes things whacker by making a boomwhacker remix of Gala's theme song with help from his friends: Sonic.exe, Engarde, Volk, DIO and Gala himself.
- Scorchtrap is all alone in this Arena, doomed with no friends!
- GlaDos tests out the pain-resistance limits of witches by torturing Gruntilda to unsconsciousness.
- Agatha casts every protection spell she knows to avoid trouble.
- Those Who Weren't Evil Enough◊: (Backup◊) Ripto, The Shredder, Ki Adi Mundi, Hank Scorpio, CATS, Draedon, Headless Horseless Horsemann, Count Dooku, Denning.
