Oh yeah, I remember that one, I have it actually.
It's part of Batman confidential. Basically, it's the tale of Batman arresting Joker, and seeing first hand how the Justice System is un equipped to handle someone like the Joker who can still murder behind bars.
Of course, there's a lot of artistic licenses with law that happen, like the one phone call.

And the courtroom drama scenes just waste time by recapping Joker 1 and explaining what exactly happened, and what didn't.
While also not mentioning the Waynes and if Arthur was related to them or not, despite THAT being an important plot point.

Nolan didn't want any hypocrisy coming from the first Joker film. They advertised the film as not part of any pre-existing continuity, so they weren't going to be able to suddenly pull a Double Standard and go "but actually the Dark Knight Trilogy TOTALLY started here".

I don't think ever. At least not in the 21st century.
I think The Marvels holds the record for biggest drop between the original film and the sequel, going from $1.1 billion to $206.1 million (or about 81.3% drop).
However, Joker: Folie a Deux might be close to breaking that, since it currently has $167.7 million compared to the first film's $1 billion (or about a 83.3% drop). If it continues to do pretty poorly, it might beat out The Marvels in this regard.

Once there was a YO esque story in Legends of the Dark Knight or something set when Batman first captures the Joker and he's put in trial for the first time. It goes somewhat overboard with the Villain Suefication on what Joker can do when he's still new to the business, but it was still better than Folie a Deux.
