If Kylo's going to break the good inside him and go full-on Sith lord, there's no one better to train him than a Force Wraith of Palpatine himself. The man was pure evil satanic child to start with. Truth be told, I thought that voice was Snoke's, but that was less about it sounding like him (I haven't watched any of the sequel trilogy since I saw Last Jedi in theaters, so I don't even remember what Darth Hefner even sounds like.) and more about it making more sense for him to be coming back than an Emperor who has been dead for over 30 years.
