Would such a thing be feasible? One of the cultures in my setting is a blend of the late Brazilian Empire and Jazz Age New Orleans backported to a Renaissance/Early Modern tech level (the principal nation in the setting is based on Qing China), and I'm really interested in giving it a dance and movement-based magic system (mostly because I'm a swing dancing geek IRL). Is there any technological prerequisite to the rise of a jazz-esque musical style, other than the existence of brass instruments? And if so, what are the possible ways to write around those barriers?

The problem is that the amount of fantasy elements that you need to include makes the story not a 15th-16th century equivalent. You're basically going into high fantasy and can toss the era equivalent out the window.
