Well this is going to be pretty long, so bear with me if you please.

I think that I've got a guess of the plans of Im, the shadowy figure present in Marie Geoise that supposedly rules the World Government. Let's recap what we know of him and what he's done to the moment. For now he just visited the gigant straw hat with posters of Luffy, Teach, Shirahoshi and Vivi, shredding the first two and pinning the third, leaving Vivi's unharmed. I think that important in the ground that: why is he interested on those people? Let's start with the first ones: Luffy and Teach.

Sure, Luffy and Teach are a piratical pain in the ass for the WG and pretty famous but Im does not seem the person who would be concerned by that. They're also carriers of the "D.", which might pike Im's interest but the WG has already dealt with D.'s before so it's unlikely. What could be worrying for him it's that they're openly defying the WG and actively searching the One Piece. This relates with something that always bothered me: with all the power they had and the crews the've got; why no Yonko has ever reached Raftel? Sure, going there must not be easy, but with all the power Big Mom, Kaido, Whitebeard and Shanks had, Raftel should not be unfearsible (unless it is, which begs the question how Roger got there in the first place). I think that probably Im is the answer. He problably uses his influence and power to make sure that nobody reaches Raftel ever, specially if Raftel is the missing piece in the Rio Phoneglyph and the key to the Void Century. It's in his best, and the WG's, best interest that Raftel remains out of reach. And the Yonko, suspecting something like this is happening don't try to go there overtly (I think that Shanks went to Marie Geoise to talk with the Five Elders because he's somehow aware of Im). Only nutters or extremely ambitious and fearless persons would do that, like Luffy and Teach. And that's is when Im whound take action before it's too late.

The other two, Shirahoshi and Vivi makes less sense. They're princesses of Reverie kindoms. Important, but not to the level of interest for some of Im's position, in theory (that could be more like the Elder's area). Specialy if "mere" World Nobles and CP 0 can deal with them. So why Im shows interest in them?

My theory: he knows. Everything.

By everything I mean that knows both Shirahoshi and Vivi connection to Luffy and more. What he would feel about that it's not shown, but if it's only that he would treat both posters equally and he didn't. Shirahoshi's pinned while Viv'is not. What does Shirahoshi have that Vivi doesn't? POSEIDON. He most likely knows the origins of the Ancestral Weapons, so he fully knows that the original Poseidon was the mermaid princess. He probably suspects, or knows, that Shirahoshi inherited that power and wants her controlled before she becomes an enemy. Meaning that he's most likely planning something nasty for Luffy, she'll become one sooner or later or so he thinks. Before that, he wants her dealt with and Luffy dead. The interest in Vivi is a mystery, but seeing that he holds the poster whole would mean that he wants her alive for some reason. Maybe because her connection with the Straw Hats could be of use.

Let's not pull punches here: Im is probably the most dangerous foe the series has, in my opinion. While Yonkos are incredibly powerful if Linlin's infuence is anything to go by, Im has the whole WG under his thumb, which includes the Buster Call-ing Marines, the assasin Cipher Pol (which can influence others, like Stussy did with Morgans), the influence of the World Nobles, erasing whole centuries from history(if his forebears did, why couldn't he?) and who knows what more. And that's not counting his fighting prowess, which I won't venture on, but I think that he's no pushover. I believe that for reaching Raftel, Luffy will have to face him, maybe even on Raftel itself.

...Now that I think about it. maybe the Pirate King's title, "The man with most freedom in the world" is related to Im, because reaching Raftel you must be free of his influence, which is, without a doubt, incredibly wide.

What do you think?
