Probably linked to the same reason why anime and manga are usually grouped together, while comics and western animation aren't, and are separated from the first two. Apparently nationality is more important in some cases.

From Eastern European Animation:
Bear in mind that just because it has the word "East" in the title does not make this trope not part of Western Animation.

I'm confused on why Asian Animation and Eastern European Animation are organised differently from Western Animation. The first two are organized by country, but the third is organized alphabetically with no concern for location of original release or location of animating studio.
On top of that, it specifically says not to include Animated Films.
