To me it currently looks like WIW could have magicaled Tessa up at any time, but was holding off for some reason (to be explained on the following page).
To Tessa's credit, she really does seem more upset about being left alone than about being "lesser" than her friends.
Tessa really seems to have a bundle of issues. Feeling left behind helpless and useless at the same time... this is really painting the start of the comic in a different light. Especially "Any one of you deserves to live more than I do".

Okay, so now this implies that everything up till this page was actually true, and now the other shoe has dropped.
That said "clean up your mess", opens a can of worms. It's not too surprising that Goops apparently knows the "truth" (or at least her own belief of the truth) behind the system, but she seems pretty resentful towards the woman in white. Makes you wonder what exactly happened that led to her being stuck in this girl sacrificing Limbo and the apocalypse going on outside the city.
Regardless, everything about all this is giving me petite princess Yucie flashbacks. I wonder if Mary has ever heard of that show

Considering that this has been going on for at least a few generations, and there has been no change in the status quo, no improvement.
No one in this City World apparently ever asked themselves why there is no end to it.
Now it seems that Goops is making her move, but will that bring wide-scale destruction?
How could Tessa have allowed herself to fall into this trap? Especially since she knows that Goops had a hand in killing her friends?
Given we see the woman in white trying to reach out to Tessa but being thwarted by the darkness I think they are not one person.
My theory is that goops and anemone were the first magical girls of the city.
The Girl in White. Goops appears to believe that everything is the Girl in White's fault, and because Tessa started to incorporate Goops' memories, she now believes so as well.
As we've seen, WIW and Anemone are both well aware the situation is a mess. Goops is just being an angry gloopy baby about it
So, by the looks of this page, I think that everything before was Tessa's legitimate Dream and now Goops is starting to mix in. Remains to be seen if the angry bit had anything from Tessa in it or if it's purely goops influence.

They have a pretty long history being stuck in there, and has went through different government systems. We've seen that CDD is trying to scrape up at least a bit of information on how magic works from the girls, even as futile as it is. Mingxsing is currently digging into archives and they are some pretty damn huge archives.
There are attempts. Majority populace is just utterly helpless and Conditioned to Accept Horror.
Goops mentioned something that implied that she had tried this, what she is doing with Tessa now, previously with Anemone.
Anemone is the only one not fully affected by the selective amnesia,though her existence to others is affected.
I'm in agreement that there is a triad relationship between the White Girl, Anemone, and Goops.
All three seem to have restrictions on them, the White Girl only appears in dreams and can only grant powers.
Anemone has access to a lot of knowledge about a lot of things, but any action she tries to take is subverted by the Amnesia.
Goops can control monsters, she can kill, but only at night, and only in secret.
Goops might be trying to break out of her limitations, going for the big win by gaining access to the daylight hours.
Well, there's the golden animals that occasionally show up and influence things. Those were implied to be either tied to the Girl in White or the GIL herself.

I do love that the eye damage Cassidy did seems to be permanent. A lasting reminder that she did not go quietly.

Or could it take more out of the benefactor, somehow...? Maybe their power to grant powers isn't limitless.
