- Background: Once a member of the Time Lords of Planet Gallifrey, he went rogue after becoming disenchanted with them. Stealing one of their TARDIS (time machines) he set out to explore the universe and help innocents in need.
- Abilities & Equipment: As a Gallifreyan, the Doctor can regenerate from mortal wounds 12 times, though each time he comes back with a different appearance and personality (this is his fourth regeneration). In addition he's mildly telepathic, but this is usually used only against other telepaths.
The Doctor is one of the most intelligent beings in the universe, with knowledge in almost all fields. This includes martial arts and weapon use.
The Doctor is equipped with a "sonic screwdriver" that can be used as a weapon or a multi-purpose tool.
The TARDIS is semi-sentient, nearly indestructible, and larger on the inside than the outside. However, its chameleon circuit is broken (it looks like a blue police telephone booth of the sort used in 1960s England) and occasionally travels across space and time randomly.
- Personality: The Doctor seems at first to be a loony: from his clothes to his childlike behavior (he likes jelly babies) and he talks a lot. In actuality, he's curious, bold, and he grows angry at acts of cruelty.

- Identity: Carmilla, aka Mircalla, Countess Karnstein, aka Millarca
- Description: [1]
- Background: Carmilla was born Mircalla, Countess Karnstein, in Styria, Austria, in 1680. She was arranged to be married to Baron Vordenberg, which never came to pass due to Carmilla being murdered at a ball at the age of 18.
- But that was not the end for her. Carmilla was resurrected as a vampire by a woman she would come to know as her “mother,” and she awoke in a crypt owned by Vordenberg. Her would-be husband had dug up her body and intended to keep her there. Carmilla fought her way out, slaughtering many of the baron’s kinsmen, and escaped. Shortly afterwards, she was found by her mother and Matska Belmonde, Carmilla’s elder “sister.”
- The family travelled frequently, but every 20 years they returned to Styria to perform a ritual. Carmilla would pretend to be a victim of abandonment or a carriage accident and take shelter with the family of a young woman. Carmilla would befriend (and often seduce) the girl, her mother would abduct the girl, and then they would leave.
- The cycle was broken in 1872, when Carmilla fell in love with her mark, an English girl named Laura. Carmilla tried to help Laura escape, but her mother found out and took Laura early, before imprisoning Carmilla in an underground coffin full of blood as punishment. Carmilla was trapped there until explosives used during World War II destroyed the coffin and allowed her to escape. Carmilla made her way to New York City, where she has been living for the last several decades.

Carmilla has no interest in being a hero - she knows it may not be possible after everything she’s done - but if nothing else, she wants to keep the people she cares about safe.
- Identities: Devin Eisen, The PROTEUS Project
- Description: By all appearances, a rather thin teenager - short cut red hair, blue eyes, and a rather pale countenance. While his most common outfit is a white t-shirt with a blue line across the middle, jeans, and sneakers, due to the nature of his powers this can change on the fly. Likewise, he can, if feeling particularly confident, look a bit more muscular and in shape - his looks are mostly set, but specifics are based on his own perceptions. He has a strange metal anklet he has to wear, which can actually emit sound, including messages from his mother.
- Background: The product of a rather unsettling experiment by his mother, Gloria Eisen, and her associates to try to create a being that could manipulate both reality and the perception of it with "its" mind. Persistently throughout, his mother referred to her unborn child as "it", and participated in changing the child into a weapon.
- Abilities & Equipment:
- Reality Alteration: Devin's foremost ability and the main point of the experiment that aimed to create him is his ability to alter the very fabric of reality...an incredibly finnicky ability given it is based on his thoughts, and he is very much a teenager. His slightest thought could well accidentally end up expressed on the world, and his proneness to mood swings can lead to some rather offputting changes. Generally, the smaller changes reverse themselves when he's out of an area immediately, but the larger ones can take time.
- Perception Control: Aside from his control of reality, he can somewhat control the perceptions of those around him, with control being dependent on his own wants and feelings - he generally has even less control of this power than the prior, with effects that can be just as dangerous.
- Grand Theft: You: Technically speaking, he can leap into the bodies of other people and control them as if they were his own - however during this, his original body enters a catatonic state as his consciousness is not home. Much like the more well known Marvel version however, possessing other people can "burn them out". People capable enough can actually fight him off.
- Telepathy: Possibly connected to the above, he can find himself hearing the thoughts of those around him, with a radius that seems to change almost moment to moment. This is not the ability he is fondest of.
- Personality: A moody little guy, Devin is always moving with his controlling mother, who seems to try to keep him from setting down his roots in any one location. As a result, Dev has poor social skills, precious few friends, and not a great sense of self esteem - it seems to vascillate drastically. He has no idea what he can actually do, and mostly just stumbles into doing things based on his moment to moment inclinations. He is exceedingly awkward, and often stumbles over his words.

- Identity: Shigeo Kageyama, also known as "Mob" and "White T Poison".
- Description:
- Background: Due to a certain incident involving him accidentally hurting several bullies in an effort to save his younger brother, Ritsu, Mob was frightened of his psychic abilities and was looking for a guiding force to follow. He soon learned from his later teacher Reigen Arataka and his childhood crush Tsubomi Takane that his powers didn't inherently make him greater than anyone else, and should be considered nothing more than an everyday skill; like a gifted public speaker or a talented musician. He also learned from Reigen that his powers are similar to knives, useful tools if treated correctly but if misused could cause others great harm. As such, Mob has become morally opposed to using his powers to hurt others. Mob currently works as an exorcist in New York, taking up jobs ranging from simple curse dispelling to intense battles with high level spirits.
- Abilities and Equipment:
- Psychic Powers: Mob has a tremendous capacity for storing psychic power, which he primarily uses to fuel his already existing powers. Due to a childhood incident he subconsciously sealed away most of his power behind several emotional locks, that will occasionally burst out when a particular emotion reaches 100% and overflows. The emotions so far shown include anger, sadness, hostility, rejection, gratitude, courage, tenacity, friendship, ecstasy, shame, compassion, kindness, and resignation. This however is only a fraction of his true power, which can only come out when he is completely unconscious and acting on survival instinct alone, only seen in the ???% mode.
- Spiritual Awareness: Mob can sense the psychic energy of spirits and other espers. He has been shown to be able to widen his "antennae" up to 20 kilometres in order to sense the presence of other nearby espers.
- Psychokinesis: Mob possesses immeasurably potent psychokinesis. With it, he can move extremely heavy objects, such as entire buildings, pin an entire crowd to a ceiling, create nearly impenetrable force-fields, fly, augment his physical strength and speed, disassemble matter and reconstruct it on a molecular level.
- Psychic Energy Absorption: Mob possesses the ability to drain energy from other espers, energy-based attacks aimed at him, and even the environment around him and add it to his own. So far, Mob only exhibited this ability while at 100% or at ???%. When absorbing energy that originated from other espers, he can also absorb some of their emotions. This is shown when Mob absorbed Katsuya Serizawa's attack and felt his sadness. It is even possible for the emotion that he absorb to overwhelm him to the point that he feels that emotion at 100%, such as when he absorbed Toichiro Suzuki's attacks and entered Ecstasy 100% due to his influence. Mob has been shown to subconsciously exhibit this ability while in ???% mode.
- Energy Transfer: Mob has the ability to energise others with his power, both espers and non-espers. In the case of the latter, it bleeds out quickly since their bodies can't contain his power for very long, and is of limited use unless the person already knows how to use psychic powers. Although, even a non-esper have basic abilities such as a protective field of energy shielding them from other psychic powers for the duration of this effect. This is first shown when he reaches Gratitude 100% and temporarily relinquishes his powers to Reigen. He is also able to transfer his memories and emotions along with energy, as shown when Mob relayed his feelings of friendship to Katsuya Serizawa. Later on, Mob is shown using this technique without being at 100% when he recharged Sho Suzuki's energy after the latter's fight against his father.
- Astral Projection: Mob can will his soul/spirit to leave his physical body. He can also enter the bodies and minds of others, though whether or not he can completely possess people is currently unknown.
- Chlorokinesis: Most recently, Mob learnt how to imbue his psychic energy into plants, enabling him to manipulate them and cause them to grow and mature at will.
- ???%: A special state in which Mob occasionally enters when he becomes unconscious. In this state, Mob is much more powerful than he is normally, being able to easily overwhelm even the likes of Keiji Mogami. ???% is the subconscious manifestation of Mob's enormous psychic power that was consciously repressed in order to appear normal. ???% was formed as a result of Mob bottling up his emotions and refraining from using his psychic powers due to "that"note incident in Mob and Ritsu's youth.

- Personality: As a child, Mob learned that his psychic power was linked to his emotions. Strong negative emotions can cause him to hurt others, something he strongly dislikes and avoids (as shown in the 7th Division Arc where, after going 100, he hurts several teenagers). Therefore, he generally tries to keep his emotions in check. However, in some cases, he can control his powers as seen when he was at 100% courage. He is also rather socially awkward. He is incapable of "reading the atmosphere", which has lead to him having a lack of friends. However, Mob is very compassionate. He is forgiving, kind, and helpful. He tries to be kind to others in many instances. In the Keiji Mogami Arc, he lives for half a year in a fantasy world created by the bitter, former psychic, Keiji Mogami. There, he is friendless, without a family or anything else. Despite that, it takes great emotional manipulation, along with physical harm, for Mogami to make Mob become angered with his tormentors. Even then, he wants to offer them forgiveness. He is also morally opposed towards using psychic ability against other people. He is, however, willing to cast this principle aside in cases of emergency, such as when his brother, Ritsu, is kidnapped. Another principle of his is that psychic ability does not make him or others inherently better and that his psychic ability is not something that he requires in life. This belief leads to conflict between him and Teruki Hanazawa, Keiji Mogami, Toichiro Suzuki and even his own brother, Ritsu. Even so, if the situation is dire enough, like say, his brother being kidnapped by Claw's 7th Division, he will use them without hesitation.
Most of this is straight up copy/pasted from the wiki (link here) as Mob is such a complex character that I wasn't too sure how to explain him in my own words. Only hope I can do him justice in-game.

Magpie is able to determine the most advantageous time to pull off a heist, pickpocket someone or steal something. She can get a feeling of how to pick any lock, and is able to determine if someone is lying or otherwise twisting the truth, even if the lie is told to her through a proxy. She will also subconciously remember details that might be of use to her in the future.
Yours Is Mine:
Magpie is able to steal another person's skills and use them for a short while, usually a few hours. She must make physical contact with the person in order for this to work.
Hideaway Creation:
Magpie is able to create an unlimited amount of small concealed alcoves that do not affect the surrounding space (like the TARDIS) in walls, etc. They can be used as living spaces, storage, etc. She can create only one large secret base-like structure in a cave or other concealed location. She can acess the objects stored in her hideaways remotely via her top hat, pockets, etc. She can teleport inside her hideaways by jumping into her top hat. (To transport multiple people, they must jump while holding hands.)
Shapeshifting:
Can turn into a magpie, but people being observant will notice there is something odd or "fey" about the bird. Even more so, if Magpie is a magpie in a place where magpies don't live.
One For Sorrow:
Steals luck/increases the chance of something breaking. Magpie must stand in the general vicinity of the target and concentrate. Increases the chances for something fortunate to happen to Magpie.
Two For Joy:
Gives luck/decreases the chance of something breaking. Magpie must think of the target as "highly important" for this to work. Has a chance to make something unfortunate happen to Magpie.

Background:
Magpie is the embodiment of the resentment of people opressed by corrupt authorities. Background: Ethan was a normal teenager until one fateful night... just like most monster hunters, as it happens. At roughly sixteen, a Vampire- one that wasn't particularly powerful, mind you- smashed its way into his sisters room, looking for easy prey.
And as it prepared to feast on her... he shot it in the head with his father's magnum. It knocked him down, but the lesser undead was certainly much worse off.
Later in his life, he was inducted into S.C.A.R, a organization dedicated to protecting the public and hunting down dangerous supernatural threats. Although Ethan wasn't particularly amazing at taking down monsters and crazy psychics, he did show a remarkable aptitude at using the advanced medical technology S.C.A.R was working on.
And although he's undergone extensive cybernetic enhancement to improve both his fighting ability and his skills at saving lives, he still remains human.
