RPG Idea: Fantasy Culture Counterpart Of Communist China Tries To Control The Reincarnation

Going from the religion thread, I was thinking about an RPG game plot that would involve a stand in for the Communist China government trying to control the reincarnation of a spiritual leader similar to the Dali Lama in that world. I see it basically as Avatar The Last Airbender meets Final Fantasy 10 but the religion is persecuted in this case.

What would you propose as the cosmic backstory? Is religion "real" in the sense that reincarnation actually does occur, more or less for the reasons that the persecuted religious people believe? Could the CP stand in actually take over the process, or are they fooling themselves, or do they not believe any of it at all, and this is just a cynical propaganda ploy (almost certainly what is happening in RL)?

Part of the campaign might include the player characters not knowing this information, at least at first, but the campaign designers need to decide, since pretty much the entire plot depends on this.

Everyone would believe in it. The government officials would believe in it, and are using it to control or at least stamp out the religion.

And are they right? Is reincarnation real, and can it be controlled?

Reincarnation is real and they would attempt to control it but fail.

I think that it could be better if they suceeded at some extent, they actually have power over souls. Is the exact opossite of the Cosmic Horror Story

Now that I think about it, it would be interesting if they did control the soul process and that could make it a bigger reason why the heroes have to stop them.

New magical breakthrough, and it puts a ticking doom clock on the wall, because the Party - not being idiots - are using it to make sure that all the strongest souls are ending up born to solid Party members, Well, all the strong souls they have records of, anyway....
