Making pages is something anyone can do. You could even do it if you were so inclined.
I have a message from another time...The base rule is that you should be able to provide a decent description and at least three tropes for the work (with explanations of why they fit), and then to add the work to the pages of the tropes you provided (so if you listed a Noodle Incident, you would add it to the NoodleIncident page) and to relevant indices. Oh, and by the end of the description, provide a link to the page where it can be found.
To create the page, you can just go to Sburb Sim and start editing. I would personally advise going to an existing webcomic entry and copying its code then modifying it. If you find a similar comic, you can even crib some of the trope entries and a list of indices.
I've been looking around the Homestuck side of Tumblr and found a beautiful work of art called Sburb Sim, made to simulate Sburb sessions, which exist in Homestuck. Is there a possibility you here at TV Tropes could make a page?
