How common are nonhuman Tulpas? Wouldn't they be under threat of being assumed a Clown?

[TOP SECRET]@StephanReiken: Nonhuman clowns aren't necessarily common, though there may be situations where people might run into one.
Also, could you clarify your rationale as to why nonhuman Tulpas would be mistaken for Clowns? Generally, things that don't look like Clowns aren't Clowns (except if the Clown is somehow disguising themself, and they generally won't disguise themselves as non-humans). Clowns will also generally attack or antagonize nonhuman Tulpas (as their senses will tell them the nonhuman Tulpas are Clowns and yet they don't look humanoid, so they will sense something is off).

Well right now the idea is stuck in my head to use Gardevoir as a Tulpa and a human, possibly a former military tech guy contractes with the alliance though I'm not sure about speaking that close to myself for an original character :p
Gardevoir is humanoid but non-human and mostly white. Maybe not mistaken as Clown on close inspection but I imagine it might happen when it matters, it the heat of the moment. When people are panicking or aren't getting a good look at her.
There are also others. Like, Buggy The Clown from One Piece. Or that one God of Destruction from Dragon Ball Super who might be mistaken as Clown in appearance as well, they do look the part. Buggy is human though but the God is not.

@StephenReiken: Okay, then yeah, I could see how something like getting confused in the heat of battle might be a thing. Though, if you're thinking of having a Gardevoir Tulpa (or some other kind of pokemon/similar thing), it would have to be one that's an established character (and not some blank slate).
Also, Tulpas that look like Clowns would definitely be under suspicion (though some people might recognize if someone's in a show that's somewhat well known).
It would be the Gardevoir from Pokemon Mystery Dungeon though she was dead during the game and manifested in the main character's dreams.

Okay, I know I might have asked something like this in the Discord chat, but what are some peoples' ideas as to starting scenarios or initial meeting places? I know that some options include a town hall meeting, or meeting at the New Hope restaurant, though now that I've added some new locations, some other possibilities might come to mind.
Another reason I'm reiterating this question is because I'd like to ensure some of this conversation is in hard writing (and also so I don't have to dig through the chat logs to see what was already said).
I have at least one or two scenarios based on the above events, but if there other places people may wish to congregate to, I'd also like to keep those in mind, mainly so I can think of things that might happen involving those places.
Also I want to formalize this so that I can determine which locations I'll need to introduce in the starting post, and which locations I'll probably hand the description/introduction process over to whichever player is most tied to that location.

A town hall meeting sounds reasonable to me.
I think I've decided on my character but I have another question. Couldn't Tulpas find out that they are fictional? Especially one inclined to find out that information from their natural tendencies. The one I am choosing, Ainz Ooal Gown, could find out about himself from browsing online for entertainment and more obviously from their host.

@StephenReiken: A Tulpa can find out that they may have a fictional counterpart and might be able to identify their basis in fiction.
Also, depending on when your Tulpa is summoned, they may or may not be able to easily find information online.
I was sorta just going through this on Discord, but there are media restrictions within Alliance territory (assuming your Tulpa wasn't around before those restrictions were put into place). Specifically, this targets Internet access and TV broadcasting, so it would be difficult to find that information through that channel without going through less than scrupulous means.

I'm considering the backstory after her was summoned today. Don't have much to do at work.
Right now my general outline is that he got summoned during the crisis. His host was killed by clowns shortly after his summoning, his follower protected him and he got out of dodge. Right now I'm considering how he has an identity. Should he forge an identity or steal his hosts. He probably needs an identity for a bank account and various things in real life that you would take for granted without one.
@StevenReiken: Forging an identity is a viable option, and not everyone's census records and whatnot is freely available/stuff may have been destroyed. Mostly sorta saying/hand-waving this so people can't just figure out who is and isn't a Tulpa based on who's information is available and whatnot.

Okay, with the resolution of the Clown-truck scenario almost done, it’s time to discuss power upgrades.
Similar to sign-ups, people who have participated throughout the scenario will be eligible to acquire new abilities for their Tulpa-character. This includes Boomer75, FergardStratoavis, LightToAll, Makaioh, Meanken, nman, StephenReiken, and Wikkit.
Leveling Up and Power Thresholds
Basically, you submit your ideas for what power(s) you want in this thread, and if I accept them, you add that/those powers to your sign-up sheet (and only when I approve of them). You also increase the number under “Power Threshold” to 2 (or whatever number is next) once the previous changes have been made. If your characters acquired any items (namely guns) during the previous encounter and want to keep them, you may also add them to one of your characters’ belongings list.
Most people are going to be eligible for either one major power, two minor powers, a minor upgrade and an additional minor power, or two minor upgrades. Characters with familiars might upgrade a bit differently, but if your character previously doesn’t have a familiar and you would like to acquire some, then I’ll try to suggest a system to accommodate that.
A major power is basically any complex power that has a variety of tactical uses and isn’t something like a simple utility or attack. Something like Yuuka’s plant abilities, Nepbike’s abilities, Luna’s dream stuff, Garrus’s Can’t Hide from Justice, or Superman’s ice breath would fall under this category.
A minor power is something that is much less complex and has a more specific utility. It can be something like a simple utility power, a Tulpa-bound item (like Garrus’s guns), or a simple ranged or melee attack. Something like Johnny Bravo and Coco’s night vision, any of the sub-functions for Garrus’s omni-tool, and Swarmlord’s Bone Sabers would fall under this category. Additionally, applying new properties and functions to existing powers (provided I find them acceptable) would also constitute a minor upgrade. It might be a bit ambiguous as to what things constitute minor and major powers, so I’ll probably say what constitutes each.
A minor upgrade would constitute something like an improvement on an existing character’s capacities and previous abilities. Something like this would comprise of stuff like increasing a character’s running or flight speed or increasing a character’s strength capacity (up to an additional 100-150 lbs and another layer of brick). Also increasing the range on certain abilities would constitute a minor upgrade.
For characters that use familiars, they can apply their powers and upgrades to either their familiars or their main Tulpa. Additionally, increasing one’s familiar limit constitutes using a minor power or upgrade slot. A new basic familiar constitutes use of a minor power slot, while creating a more complex familiar constitutes use of a major power slot.
I’m gonna be using similar standards to what I used to judge sign ups in the main sign up thread. That means no stuff that has the potential to be abusable, and no sorts of “detect evil or danger” type abilities. Additionally, depending on how powerful or potentially useful a character was upon sign up, I may apply different standards as to what sort of strength increases or powers I’m willing to accept.
Anyway, since the current encounter isn’t quite over yet, your character won’t be able to use any newly acquired abilities until after the day is over (and the short time-skip happens). There isn’t a specified period of time for when you need your powers ready by, but having them before the next major “plot day” (as opposed to the off-day coming up soon) would be ideal.

Okay here's my current idea, I don't know if it's more of a major or minor power or if I need to do anything with familiars.
- Wardrobe of the Mind: Instead of pulling something out of her storage, Coco can instead create a copy of the thing, while the original thing is kept safely in storage.
- She can have ten things out at once. Something where it's meant to be one "thing" but constitutes multiple smaller things counts as one thing. So like a gun with a magazine and 7 rounds counts as 1 item, not 9, while an outfit with two shoes, pants, sunglasses, a hat, etc counts as 1 thing as well. Her handbag with iron ingots inside of it counts as 1 thing, but if she pulled out five individual ingots to throw them at
peopleCLOWNS that would be 5 things on their own. - The things don't exist long without being near her, about a minute at most before it disappears into shadows or some effect like that. So if she fires a copied gun, the bullet can still hit something far away, and if she throws a grenade over a wall it can still blow up, but something like creating a landmine and then leaving it there wouldn't work because it would vanish too quickly.
- The thing doesn't necessarily have to "pulled" out but it has to appear on her in some way. So if someone spilled nacho cheese sauce on her blouse, she could summon a new blouse in-place, sans nacho cheese sauce.

- Bird Senses-Tira can form a sort of mental link with her specialy trained Ravens. This link allows her to comuncate with them telepathically over long distances (I'll let the GM decide on a fair range) and allows her to see, hear, smell, etc, whatever it is they are seeing through their senses. This power only works with said trained birds, other random birds cannot have a link forged with them in this way.
Also she has only a dozen of those trained ravens. I don't know if you want to establish a limit on how many birds she can link with lower then that, if so, I have no problem with that.
@nman: That power sounds acceptable as is. I'd probably classify it as a major power, though it feels something that might be between major and minor.
@Meanken: That sounds like a reasonable number of birds to link with, and also a suitable maximum at this point. I'd probably give the power a range of around 10 miles or so, given no interference or whatnot.
Anyway, be sure to notify me when the changes have been made to the character sheets so I can update my copies of them. Also remember that you won't be able to use these abilities until after the planned timeskip.

- Familiar Umbrella: Somewhere between a flower and a parasol is this thing. For most purposes, it's an unusually sturdy white, ornate umbrella that's very suited for whacking people with, and probably won't break without excessive force. Has a pointy bit at the end. More importantly, it counts as a flower for the purposes of her ability. It never withers, and she can command it as she would any other plant.
- Flower Master: Minor upgrade. She can now command, grow, and heal plants remotely within five feet of herself.
@Wikkit: Those upgrades seem acceptable. Notify me when your character sheet has been updated so I can update the copy.
