Didn't some network decide not to pick up Rick And Morty because it was "basically futurama"? Then "eh, haven't we done this before?" could be reason enough not to be interested I guess. Neither Evil Concarne or League Of Super Evil were hugely successful from what I remember either.
That is true. For the latter its one Nerd Corp series that Cartoon Network doesn't give too much of a shit for (like Storm Hawks). And the former, well, this was lampshaded in Grim Adventures of Billy & Mandy as the reason why the show got cancelled; the entertainment buisiness does not want any competition in the world domination game and the fact that they went bankrupt.
So yeah, the base on those two examples alone, Cartoon Network wouldn't be the type to air villain driven shows no matter how good they actually turn out.

Pretty funny & some very nice designs. Black Hat's really cool, the Dr. is adorably sad, Demencia is a nice bundle of quirky madness & 5.0.5 is a cute bear. Ya gotta love villain based series.

I find the visual style a bit odd. People keep saying it's "great, innovative, entertaining", but I see it as the style of a webcomic that is just made as a hobby. At least I can tell it's literally frame-by-frame hand-drawn animation and not animated in a digital cut-out style you can do in Animate or Toonboom.

The problem is that the creators of the most successful cartoons shows in recent memory have been made by CalArts grads (Pen Ward, Alex Hirsch, J. G. Quintel), and their shows all used extremely simple character designs (noodle arms, etc.) against amazing backgrounds and great stories. Though Steven Universe was made by an SVA grad and Gumball is from Europe, they still use the aforementioned elements.
Don't forget the creator of Star Vs The Forces Of Evil, Daron Nefcy, also a CA Larts grad and Disney TV's first sole female show creator.
There is a tumblr post that sort of compared the calarts style to the Follow the Leader trend of theatrical animation in the 90s. I can't seem to find it, but it mentions how Gumball and Sans the skeleton are mentioned in the 'calarts' comparison but don't count since those are two products from non calart graduates.
