Kakashi I understand, because of the PTSD. But yes, the rest had some really Skewed Priorities, neither showing gratitude for Minato's sacrifice, nor any concern for making sure that the walking nuclear weapon doesn't go crazy.

He completly cut off all contact all from them for over a decade yet maintained consistant communication with Naruto.
That's pretty much abandonment.

I'm willing to buy Jiraya's excuse more than I am Sasuke's because the Leaf had major, major enemies during that time whereas now it really doesn't. In addition Hiruzen gave Naruto to what turned out to be an outstanding choice of foster parent which was really the only way to keep him safe (Hinata nearly got kidnapped and she's got probably the strongest clan in the village protecting her, the best way to keep Naruto safe would be to keep him secret).
No matter who you gave him to foster, none of them would have an impact on what the populace thought of him though. That was something Naruto had to overcome by himself.
I do think that having so many of the people who would later be his friends know Minato intimately is a problem (since it throws doubts on whether they would have been so well disposed to him if he hadn't been the child of Minato; Kakashi I still definitely think Naruto had to win over, but Jiraya is debatable.)
When Hiruzen died the Leaf was left with no really good Hokage candidates in the village. The strongest people left when Jiraya went off to fetch Tsunade were probably Might Guy, Kakashi and Asuna (and Danzo but Danzo's unreliable at best) and Itachi's attack showed that that just wasn't enough. The Leaf's lack of real resources was a major problem till the Pain Arc when Naruto finally became a big deal.
Sasuke is in the opposite position - not only does the Leaf have no serious enemies since the wars have all ended, it has multiple seriously powerful people.Even if only Sasuke can research Momoshiki, there's no way that should take literal years.

They changed the element of the Vanishing Rasengan from Wind to Lightning, but I suppose Sasuke sort of foreshadowed that change earlier.
Probably not going to go directly into the Mujina Bandit arc.
