Basically the cute and funny scenes of romantic comedy anime condensed into four skits an episode. The couples all attend the same high school and sometimes interact with each other; there are also some platonic pure-comedy skits.
EDIT: Just to add to it, you'll probably find at least two or three pairings that you can really root for, due to the sheer variety on display. The flipside is that due to the format it's not particularly deep or anything, but it only cares about giving you laughs and feels anyway!

My gut tells me if a show takes that long to become watchable, it's not worth it at all.

I see. Considering I like Ano Kiss (which also has loosely interconnected couple stories in the same school), I'll probably like a similar concept in a shorter and more comedic format. =]
I might take a look at Princess Principal too if I have the time, since everyone seems to like it…

What can I say, I had free time and a generous heart.
Definitely check TZC out! Would also recommend the manga after you finish the anime, which has several characters who only had a minor presence in the anime. Princess Principal is more of a mixed bag, but I'll reserve my impressions for it for when it ends.

Chiaki-Kana was my favorite, with Takano-Sugiwara as a close second and Takase-Kanda as a close third. Now I think the girls fare a little better than the guys in my book; Akagi was sometimes annoying and even a little creepy, Gôda was a bit too… passive? and Yamae was eeh. I loved all the girls though. The skit with Minagawa trolling Hotaru was pure gold.
The pacing and voice acting were all top-notch too.
Princess Principal oozes style from the girl's spy outfits to the setting to the OP. I also really like the characters in Princess Principal.
Oh and I think Akagi is great just for pushing a dynamic that is much different than the typical romance you see in Tsurezure Children. I like Minugawa, but I can't say I was particularly into Furuya by himself.

Thing about me a anime on is not they stopped you of adapting the chapter(s) that explains just what it is about him that attracts Minagawa so much.
My favorite pairing actually didn't get included in the anime; the apathetic couple (Toda and Sunagawa).
As for who did get included, I really liked Kana & Chiaki and Takano & Sugawara.

My top three are probably Chii and Sugawara, Minagawa and her boy, and... I guess Chiaki and Kana, really.
Chii and Sugawara are the cutest couple in the show, definitely at least partially because of the great voice work and the slow buildup of their relationship. They're just cute, and I like seeing them show up.
Minagawa and her boy are great, because you just. Cannot. Beat Hanazawa Kana. You just can't. That said, I'm glad they introduced Hotaru in because the tension on whether they will or won't start dating is basically their only schtick and I can see that ending in Shipping Bed Death.
Chiaki and Kana started out strong, but later episodes have really made them kind of annoying. I understand they're kids, but Chiaki was a dick the last time they showed up and I didn't like how Kana felt like SHE was the one who needed to apologize.
Other couples... well, frog-eyed boy and his girl should probably just stop seeing each other if they can't manage without someone around who can explain simple concepts like going on a date to them. It's starting to feel like frog-boy doesn't want to go through with it and who am I to disagree?
Ryoko and Akagi... are complicated. The concept made for a funny short, maybe even a good few episodes, but we haven't seen any weakness or emotional compromise from Akagi at all. He seems to just view Ryoko as good base material to eventually shape into the person he wants to date, not someone he actually cares about.
It's been fun.
I mentioned this on r/anime, but I have a love/hate relationship with Akagi's character because I totally get the mangaka's intent, with him trying to help Ryoko become a productive student. But a lot of the time his teasing winds up feeling manipulative to me because Akagi always knows what Ryoko really needs better than she does.
I don't particularly mind Takano and Sugawara if they didn't have so much focus. You can completely predict the events that are going to happen in their relationship and that is the couple I most think to "get on with it already."
Yes, they get cute moments but so does pretty much any other couple. It doesn't help that by themselves, they aren't humorous. I essentially don't find anything surprising about them.
I do realize that my favorite couples in Tsurezure Children established their relationships quickly (Akagi and Kaji, Chiaki and Kana, Sunagawa and Toda - who are manga only).

I have to say, the last episode was a little bit meh for me. I appreciated them tying things together a bit more, and I appreciate that the other characters were other couples from the manga, but it felt like 'okay, who is this? You're the annoying guy? Okay then'.
Also, no Sempai. Real waste of an episode, even if Takano and Sugawara are cute.

It's been fun.It was definitely one of those advert-for-the-source-material types, because there was more to that part in the manga (indeed, it had another excellent Kitten x Lovemaster skit).
But yeah, Sugawara x Takano was super cute, and I'm sure I wouldn't have been a huge fan of them if not for their exceptional seiyuu,

…Surprisingly, there was no thread for this series, so here you go.
I've kind of warmed to Smartphone, oddly enough. While I still despise the whole harem formula (in particular the seeming obligation to have a completely generic and dense protagonist - you can do a harem without that and do better for it), the writing is good enough and the other characters have enough personality and dialogue that it's watchable.
Note to all future harem writers: use your tropes in moderation. It doesn't have to be a farce, and you don't need to include an abusive tsundere. If you do it right, you can even have a harem series where the cast act like adults - Cat Planet Cuties alllmost did it, after all.
