I think Cat would work as a sort of Jewelpet-like companion/sidekick to Peg, who would use math-based magical powers of some sort. Cat would change into some math tool like a calculator (basically his Jewel Charm form), and Peg would enter an arithmetic problem into it to transform!
He's not actually a mouse, but I do like your idea of a mouse-themed magical girl/boy.
