With the binge-style releases of series now, the networks are trying to find a way to keep up interest during the long hiatus between new episodes. Releasing shorts on YouTube is one way of doing that.

I'm pretty sure they wouldn't have commissioned the shorts if they didn't plan on continuing it. While shorts are much cheaper than full episodes, they basically have zero ROI on their own.

Yeah, a lot of the prestige new series like Looney Tunes and Animaniacs are going to other networks. (Animaniacs is supposed to be Hulu, but with the Disney buy-out of Hulu I'll bet it will end up on HBO Max too).
